INFORMATION REGARDING PROPOSED DDR ACTION ON PREVENTION OF OFFGAS EXPLOSIONS Enclosed for your information and review is a copy of DOR's proposed action on the BWR offgas explosion problem.

This proposed action includes criteria (Enclosure 1) which are preliminary at this time and subject to revision..We have indicated by notations in the margin our opinions on each of these criteria.

In DOR's opinion, Criterion 2 was intended to reflect on the licensee action requested by Item 1 of IE Bulletin 78-03.

Please review this criterion with the involved inspectors and inform me of any cases where the inspection effort did not ascertain the adequacy of such instrumentation.

In addition, feel free to comment on the other criteria and actions proposed by DOR, particularly where you see a problem.

We need this information by February 9,1979. ~
