!!c Souttern etextic System November 19, 1982 Docket No. 50-364 Director, Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, D. C.

20555 Attention:

Mr. S. A. Varga Joseph M. Farley Nuclear Plant - Unit 2 I.E.Bulletin 80-11 Masonry Walls Gentlemen:

Subsequent to Alabama Power Company's last transmittal on this subject dated August 26, 1982, meetings concerning masonry walls were held between Alabama Power Company, Bechtel Power Company and members of the NRC Staff on October 5 and November 1,1982.

As a result of these meetings, the NRC requested that Alabama Power Company perform additional analyses.

The attached supplement to Alabama Power Company's report on the reevaluation of concrete masonry walls for Farley Unit 2 details the results of these analyses.

Alabama Power Company believes this supplement further documents the structural adequacy of the Farley Unit 2 masonry walls relative to the NRC criteria published in July, 1981 and also serves as additional support to the request for an amendment to the Farley Unit 2 Operating License Condition 2.C.(16) (see Ref: APCo letter to Mr. S. A. Varga dated October 19,1982).

Alabama Power Company understands that the NRC Staff has not determined the acceptability of the energy balance technique originally used in the analysis to verify the acceptability of all Farley Unit 2 walls without modification.

In order to resolve any further concerns, Alabama Power Company hereby commits to modify the one wall which does not meet the NRC interim criteria for evaluation of block wall stresses (i.e. wall 2CBW-34) during the second refueling outage on Unit 2 currently scheduled to start during the fourth quarter of 1983.

The modifications to b performed on wall 2CBW-34 will result in calculated stresses below the allowables established by the interim NRC criteria.

In the event tha, the NRC determines that the energy balance technique is an acceptable method of calculating block wall stresses, prior to Alabama Power Company's nodification of wall 2CBW-34, no modifications to the wall will be performed during the subject outage.

Alabama Power Company hereby requests that the October 19, 1982 letter asking for the deletion of License Condition 2.C.(16) be modified to request an extension of such action until the second refueling.
