g, gow We have received your letter of September 20, 1982 regarding ESF reset controls for Point Beach Units 1 and 2.
Specifically, your letter identified that, as a result of completing wiring modifications to the steam generator blowdown line isolation (SGBLI) valves in accordance with WREG-0578 Section 2.1.4 and Mr.
A. Schwencer's letter of April 3,1980, a design deficiency was uncovered contrary to the direction of IE Bulletin 80 06. Your review of ~the modified wiring schematic revealed that although the SCBLI valves would close automatically upon receipt of a containment isolation signal, these valves would reopen upon resetting of the containment isolation signal.
i Your letter also identified administrative controls adopted as an interim corrective measure to correct this deficiency and your schedule for completion of permanent corrective action.
We have reviewed your proposed action and agree that the administrative controls outlined in your letter provide adequate interim assurance that the directives of IE Bulletin 80-06 will be met for these valves. These controls should in-clude written procedures and appropriate operator training.
We understand that the permanent corrective action for this design deficiency will be completed for Unit 1 during the Fall 1982 refueling outage and for Unit 2 at the first outage of sufficient duration not to exceed the Spring 1983 refueling outage. We find your proposed schedule for permanent correction of this design deficiency acceptable.
Please keep us informed of any further developments in this area including any delays in completing permanent corrective action.
