Cannonsburg, Pennsylvania NMSS staff members met with DOE representatives in Albuquerque, New Mexico on

. June 9, 1983 to discuss NRC comments on the draft of the Final Environmental Impact Statement for remedial action at Cannonsburg, Pennsylvania.

Briefing on Siting Guidelines On June 27, 1983, the NRC staff will be briefed by DOE on the status of their development of the siting guidelines that are required by Section 112(a) of the Nuclear Waste Policy Act of 1982.

Part of the briefing will be for the purpose of discussing the revisions that were made to DOE's February 7, 1983 proposed siting guidelines as a result of the public comments that were received.

Classified Safeguards Program Transnuclear, Inc. submitted a revised security plan for their White Plains, New York and Falls Church, Virginia facilities, consistent with the provisions of 10 CFR Part 95.

Significant Enforcement Action An Order to Show Cae:e for licensee revocation and immediately effective suspen-sion was issued to American Testing Laborateries, Inc. on June 13, 1983.

lE Information Notice 83-38 Defective Heat Sink Adhesive and Seismically Induced Chatter in Relays Within Printed Circuit Cards was issued June 13, 1983 to all nuclear power reactor facilities holding an operating license or a construction permit.

NRC TMI PROGRAM 0FFICE WEEKLY STATUS REPORT FOR June 12 - 18, 1983 AUXILIARY AND FUEL HANDLING BUILDING ACTIVITIES:

The major ongoing activity in the Auxiliary and Fuel Handling Buildings (AFHB) continues to be the decontamination of the 282' elevation.

Cleaning of the Auxiliary Building floor drains commenced this week on the 328' elevation.

Expansion of the decontamination facility continued with the installation of windows and skylights and continued work on the shell structute.

Large sections of duct work were also moved into place for installation of the ventilation system.

Supporting procedures governing the operation and use of the newly purchased decontamination equipment are still in the licensee review chain.

Routine trash compaction and tool separation / decontamination continued in support of other tasks and activities presently in progress.

Fuel Handling Building crane mainte. ance is continuing with rail realignment expected to be completed in early July.

The release of this crane for use will permit the resumption of SDS liner shipments. The crane is necessary to transfer the shipping cask into the spent fuel pool, load the SDS liner, transfer both the cask and liner to the truck bay, and lead the cask on the shipping trailer.

REACTORBUILDINGACigl'IES:

The scope of, activities in the Reactor Building continued to be curtailed this week pending repair of the ruptured high pressure decontamination hose.

Four entries occurred during the week.

The major activity was the assessment and repair of the ruptured hose and its penetration (No. 561). This involved replacement and leak testing of the Reactor B0ilding penetration rupture disc and repairs to the high pressure decontamination hose. The hose should be returned to service beginning next week.

y Miscellaneous tasks performed were visual and photo surveys of the decontamina-tion work.

Equipment was staged to support upcoming planned tasks (e.g. LOCA duct decontamination).

Removal, replacement and repair of two of the closed circuit TV cameras were performed.

These cameras are part of an eight camera surveillance system which allows Command Center personnel to monitor workers inside containment. The camera locations are changed periodically to monitor tasks in various locations.

Trash removal and general housekeeping activities continued.

POLAR CRANE STATUS:

The NRC staff continues to review Reactor Building 5-ton hoist procedures for staging and installing shielding, and other miscellaneous tasks in containment.

The licensee has informed the NRC staff that amendments to the Polar Crane JUM 17 ENCLOSURE B

2 Safety Evaluation Report (SER), and the load test procedures will be submitted next week.

These amendments are in response to previous comments made by the TMIPO staff.

The TMIP0 staff will review these documents upon receipt from the licensee.

Approval for the load test will not be given until the investigation of the polar crane allegations by the NRC's Office of Investigation is complete.

A licensee Quality Control inspection identified undersize welds performed on the Head and Internals Handling Fixture Assembly.

This finding was reported in a Material Non-Conformance Report, and will be the subject of future discussions between GPU and NRC staff.

DEFUELING PREPARATION ACTIVITIES:

The licensee has awarded the TMI-2 defueling contract to Westinghouse.

Defueling technical plans were discussed by the licensee and Westinghouse at a meeting on June 16-17, 1983, attended by Department of Energy and NRC staff.

Refurbishment and preparation of the "A" spent fuel po'ol for the eventual staging and tecporary storage of core fuel and debris continued this week.

The upper tank fill and drain flushing process is still in progress.

General area raoiatior. levels remain at 35 mR/hr.

Preparations continued for gaining access to the "A" spent fuel pool for tank renoval.

' tested as a prerequis'ite for removal.

Two shield blocks have been constructed

for use outside the Fuel Handling 2uilding to load test a new beam for the Fuel Handling Building crane.

An SER (Safety Evaluation Report), covering heavy load drop and tank decontamin5 tion, is expected to be submitted to the NRC in late July.,

In support of the eventual underhead characterization and headlift, the NRC is presently reviewing numerous operating procedures related to RCS drain down and underhead characterization tasks.

NRC is still awaiting licensee response to 14 items needing further clarification with respect to the SER submitted for undertiead characterization.

The licensee plans to have all software completed as a prerequisite to starting RCS drain down.

It now appears that drain down will be initiated sometime in mid-July.

WASTE MANAGEMENT ACTIVITIES:

1.

SDS Liner Shioments.

No SDS shipments were made this week.

Spent fuel pool water inleakage was detected in SDS liner D20026 after the vacuum drying and catalyst additions were completed.

Leakage was suspected around the mechanical plug on the catalyst insertion vent line, and the plug was replaced.

Liner D20026 was re-dewatered (approximately l

50 gallons) and is currently being vacumm dryed.

This drying process will l

take approximately 10 days.

Liner D10011, which was previously vacuum i

dryed and. prepared for shipment, has not experienced water inleakage.

This liner is not scheduled for shipme_nt until July 5, because of the repair work on the Fuel Handling Building crane.

EPICOR II Prefilter (PF) Shipments.

Three EPICOR 11 prefilters (PF-13, PF-15 and PF-17) were shipped f rom TMI to the Idaho National Engineering Laboratory (INEL) this week. These shipments represent 44, in a group of 50 liners, that have been sent to INEL over the past year.

One prefilter is scheduled for shipment next week.

Modifications will be made to the prototype gas sampler to accommodate the raised vent plugs on the final four EPIC 0R 11 prefilters.

The licensee anticipates having all prefilters shipped offsite by July 5, 1983.

SCHEDULE OF FUTURE ACTIVITIES:

1.

Primary system depressurization and draindown is tentatively scheduled for mid-July.

2.

Plans to sample the reactor coolant drain tank sludge will begin, at the i

earliest, in six weeks.

Characterization and removal of this material will follow.

3.

Plans to resample and characterize the Reactor Building basement sludge are also under consideration for this summer.

GPU is presently considering use of a specially developed remote sump sludge removal systeir which could be used for the eventual removal and disposal of the sludge.

4.

The renaioing two and one-half leadscrews are scheduled to be shipped from TMI in July to Idaho National Engineering Laboratory (INEL).

NRC INTERNATIONAL PROGRAMS OFFICE ASSIGNMENT Mr. Dominique Hennart has reported to the NRC TMIPO for a six month assignment.

Mr. Hennart fepresents the Belgian Centre d' Etude de L'Energie Nucleaire (CEN) and was assigned to TMI-2 by the NRC International Programs Office.

.a APPENDIX 1 LIQUID EFFLUENT DATA GPU Nuclear Liquid effluents from the TMI site released to the Susquehanna River, after sampling and monitoring, were within regulatory limits and in accordance with NRC requirements and the City of Lancaster Agreement.

During the period June 10, 1983, through June 16, 1983, the effluents contained no detectable radioactivity at the discharge point.

Individual effluent sources originating within Unit 2 contained minute amounts of radioactivity.

Calcula~tions indicate that less than 1.77 E-7 (0.00000018) of a curie of Cs-137 i -

was discharged.

This batch will consist of approximately 90,000 gallons.

Performance parameters will be included in the weekly status report upon completion of the batch.

. West Valley On June 14, 1983, Dr. W. H. Hannum, Director of DOE's West Vall.ey Project Office, briefed the Director, NMSS, and NMSS staff members on the status and planning for the high level waste solidification project at West Valley.

Dr. Hannum reported that DOE was announcing that borosilicate glass had been selected as the West Valley waste form.

(Until now, borosilicate class has been used for planning purposes as the reference waste form.) A letter to the NRC will formally transmit this decision with a recognition that additional work remains to assure that the selected West Valley waste form will exhibit acceptable characteristics for repository disposal.

Spent -Fuel Stora,gi A second topical report on the design of a dry spent fuel storege cask has been received from Ridihalgh, Eggers and Associates (REA).

This report, docketed under Project No. M-36, covers a cask design for PWR fuel storage.

The first REA topical report, received in April 1983, was a cask cesign for

storage of BWR fuel.

Cannonsburg, Pennsylvania NMSS staff members met with DOE representatives in Albuquerque, New Mexico on June 9,1983 to discuss NRC comments on the draft of the Final Environmental Impact Statement for remedial action at Cannonsburg, Pennsylvania.

Discussion centered on (a) the residual levels of Ra-226 to be left outside of the proposed encapsulation cell, (b) protection of Ra-226 that remains outside the cell against intrusion and (c) grow-in of Ra-226 from Th-230.

Briefing on Siting Guidelines On June 27, 1983, the NRC-staff will be briefed by DOE on the status of their development of the siting guidelines that are required by Section 112(a) of the Nuclear Waste Policy Act of 1982.

Part of the briefing will be for the purpose of discussing the revisions that were made to DOE's February 7, 1983 proposed

-siting guidelines as a result of the public comments that were received.

A' OFFICE OF NUCLEAR REGULATORY RESEARCH Items of Interest Week Ending June 17, 1983 LOFT The first small break LOCA test to be performed under the OECD LOFT project, LP-SB-1, is scheduled for next Thursday, 23 June.

This will be a scaled 3 inch break in the hot leg side of tr.e plant, with pumps turned off and allowed a normal coast-down. One train of ECCS will be used (1 high pressure injection pump).

The test will be terminated where the primary system pressure drops to 350 psi.

The second small break test LP-SE-2, is scheduled for 12 July,1983.

It will be like LP-SB-1-in all aspects except that the pumps will be left on. As in theTase of L 3-6, a small break cold leg pamps-on test conducted undet the,NRC LOFT program, the core is expected to uncover.

The large break l 2-6 Test scheduled has been moved to an earlier time; now planned to occur on or about 1 November,1983.

y Preliminary HTGR Source Term Evaluation Report

.The near-final draft of the preliminary HTGR source term evaluation report as described in last week's report has been sent to Gas Cooled Reactor Associates for their review.

Council on Economic Priorities (CEP) Publication The Office of General Counsel, DOE, requested that Norman Eisenberg, Risk Analyst, DRA, provide testimony for DOE about the Council on Economic Priorities (CEP) publication, "The Next Nuclear Gamble," authored by Resnikoff. Mr. Eisenberg served as a member of the CEP's advisory I

board for this publication.

The publication deals with the potential hazards associated with the transportation of spent nuclear fuel, concluding that l

all approved shipping casks are unsafe and should be retired. This testimony has been submitted to DOE for submittal in an administrative hearing before j

the ICC, in which DOE is challenging the railroad's position that special j

precautions and higher rates be required for shipments of certain nuclear materials. The testimony was coordinated with NMSS and the Office of i

. MB-2 A meeting of NRC, EPRI, and Westinghause was held on June 8-9, 1983 to settle terms of the contract. All major items have been agreed to including detailed workscope, a total program cost of $2.2M and an equal cost sharing ratio of 33-1/3 percent for each party.

A final contract should be ready for signing shortly.

BWR FIST Problems with electrical power to the test site prevented testing this week. GE and INEL engineers used this delay to catch-up on evaluation of test data which is the critical path and was running 1-2 tests behind. Phase I testing is still scheduled to be completed near the end of June 1983.

2D/3D D. Ross and H. Sullivan are meeting in Germany this week at a combined Technical Coordination Committee / Steering Committee meeting.

Several issues on tie-plate iristrumentation for the Upper Plenum Test Facility will be discussed at this meeting with the intent to resolve them.

e' Nuclear Plant Analyzer / Data Bank BNL: The two AD-10 machines now communicate with one another, giving the capability to perform calculations with kinetics and exvessel components. The running time is currently being improved.

TDC: A proposal for TDC to implement the Nuclear Plant Data Bank on the LANL computer (it is already on the INEL computer) has been received and is being reviewed.

INEL: The Design Review milestone for the Nuclear Plant Analyzer system concept was completed on schedule. The review assessed the plan for implementation of a Type-1 Nonintelligent Workstation by September 30, 1983 LANL: The ability to simulate flow direction, with bubble / drop graphics, has been demonstrated in a single pipe system.

Pressurized Thermal Shock Data on the H. B. Robinson Steam Generator has been received by INEL, and the input deck for RELAP5 will now be able-to proceed to l

completion.

- A review meeting will be held at LANL on June 27-28, 1983, discussing the first TRAC calculations for the Calvert Cliffs plants.

Final reports on the B&W Oconee calculations are being prepared by both LANL and INEL.

Creare Thermal itixing: The 1/2-Scale Thermal Mixing Facility is now completed. The facility is being instrumented and shakedown tests will be completed by August'1983. The first series of tests will be performed in a Westinghouse geometry.

Purdue Study of Thermally Stratified Flows: This program was initiated in February 1983 to develop a numerical model which describes turbulence and mixing in axisymmetric and planar jets and to examine the mixing in accumulator lines and near the entrance region of the downcomer.

On June 15, 1983 Deborah Bozik addressed the Health Physics Society 1983 Summer School in Catonsville, MD on NRC's role in the regulation of nuclear medicine.

Radioactive Waste Compact into law, making South Carolina the fourth State to become a party to the compact. Other States with enacted legislation are Mississippi, Tennessee end Virginia. South Carolina's enactment is important because it hosts one of the three currently operating sites in the United States.

On June 14, 1983, Governor Perpich of Minnesota signed the Midwest Interstate Low-Level Radioactive Waste Compact into law.

One of the significant events was the rupture of an americium source or sources in a well-logging incident. This event was reported as an abnormal occurrence for the period July-September 1982.
