DPR-42 50-306 DPR-60 License Amendment Request dated July 1. 1993 Chlorine Detection and Recombiner Systens Technical Specification Changes Attached are three originals and 37 conformed copies of a request for a change of Technical Specifications, Appendix A, of Operating Licenses DPR-42 and 60.

Attached is one copy of the License Amendment class determination and a check in the amount of $9,600 for the fee.

This submittal proposes changes to sections of the Technical Specifications.

The three major changes:

1) TS 3.6 & TS 4.4 Containment System Recombiners.
2) TS 3.13 & Table TS 4.1-1 Control Room Air Treatment System.
3) Table TS.4.1 Reference to FSAR table.

Exhibit A contains the proposed changes, reasons for the change and Significant Hazards Evaluations.

Exhibit B contains the revised Technical Specification pages. Exhibit C is an abbreviated version of FSAR Table 7.7-2.

It cross references the items in Table 7.7-2 to the corresponding items in the Technical Specifications.

We believe none of the requested changes constitute a Significant Hazards consideration since they do not:

1) involve a significant increar,e in the probability or consequences of an accident previously evaluated; or 2) create the possibility of a new or dif ferent kind of accident from any accident previously evaluated; or 3) involve a significant reduction in a nargin of safety.
