Arkansas Nuclear One - Units 1 & 2 Docket Nos. 50-313 and 50-368 License Nos. DPR-51 and NPF-6 ANO-1&2 Technical Specification Revisions to Reference ANSI /ASME OM4-1982 for Snubber Surveillance Gentlemen:

The purpose of this letter is to submit the enclosed Technical Specification change requests to reference ANSI /ASME OM4-1982 as a means to perform the functional testing for snubber operability requirements in our ANO-1&2 Technical Specifications.

In our letter dated February 28, 1983 (0CAN028318), AP&L proposed a program to test those mechanical and hydraulic snubbers (except greater than 50,000 lb. capacity) which are nuclear safety related in accordance with ANSI /ASME OM4-1982, " Examination and Performance Testing of Nuclear Power Plant Dynamic Restraints (Snubbbers)." Our proposed snubber surveillance program was provided to NRC in lieu of submitting revised Technical Specifications to incorporate applicable portions of the Standard Technical Specifications for snubber surveillance per your November 20, 1980, (0CNA118080) letter.

. Mr. Stolz/Mr. Clark Junn 30, 1983 reference ANSI /ASME OM4-1982 as a means to functionally test nuclear safety related mechanical and hydraulic snubbers. These Technical Specification change requests are enclosed herein.

AP&L's remaining commitments with regard to our prope ed snubber surveillance program consist of providing NRC, within 60 days of the end of the next scheduled refueling outage for each unit, a list of all mechanical and hydraulic snubbers which are nuclear safety related in a verified table format per ANSI /ASME OM4-1982. During the next scheduled refueling outage for each unit, a walkdown will be conducted to verify accuracy and completeness of the tables prior to submittal to NRC. Also, our resolution to the ability to test the greater than 50,000 lb. capacity snubbers which are nuclear safety related will be included with our submittal of the above tables following each respective refueling outage.

In accordance with 10CFR50.92 (c) we have determined the attached proposed amendments as having no significant hazards considerations. Consequently, we have also attached our Significant Hazards Determination to this letter in consideration of the Sholly amendment provisions. Additionally, a copy of this letter and proposed Technical Specification amendments has been sent to Mr. E. Frank Wilson, Director, Division of Environmental Health Protection, Arkansas State Health Department.

Finally, we have determined these to be Class III and Class I amendment applications since (1) there are no significant hazards considerations involved as mentioned above, and (2) the second amendment request is effectively a duplicate of the first. Consequently, we have enclosed a fee of $4,400.00 pursuant to the requirements of 10CFR170.22.
