AFFIDAVIT OF FALK KANTOR I, Falk Kantor, being duly sworn, depose and state:

I am a Senior Emergency Preparedness Analyst in the Nuclear Regulatory Commission Staff's Emergency Preparedness Branch of the Office of Inspection and Enforcement.

The NRC's upgraded emergency planning regulations require facilities and systems which are to be used by nuclear power plant licensees to provide improved emergency response to accidents. The facilities include an onsite Technical Support Center (TSC) and a nearsite Emergency OperatLns Facility (E0F) with supporting communication and assessment systems.

The TSC is an onsite facility located close to the control room that provides plant management and technical support to the reactor operating personnel located in the control room during emergency conditions. The TSC for THI-1 is located on the 322' elevation of the Control Building below the control room. The TSC is activated during an Alert, Site or

General Emergency, or when directed by the Emergency Director.

The EOF is a nearsite support facility for the management of overall licensee emergency response including coordination with Federal, State, and local officials; coordination of radiological and environmental assessments; and determination of recomended public protective actions. The TMI EOF was orginally located in the TMI Observation Center approximately i mile from the site. The current EOF is located in the Training Building adjacent to the Observation Center.

In addition to the EOF, the TMI licensee also maintains an Environmental Assessment Command Center (EACC) at the Harrisburg Airport where licensee personnel assess offsite radiological impacts and coordinate offsite emergency teams. The EOF (and EACC) is activated during a Site or General Emergency, or when directed by the Emergency Director.

The TMI-1 emergency response facilities were evaluated by the staff

during exercises conducted on June 2, 1981, August 29, 1981, and August 11, 1982.

In response to Generic Letter 82-33, the licensee has provided a schedule 1

l for meeting the requirements of Supplement I to NUREG-0737 concerning the l

capabilities for emergency response.

The licensee committed to modify the l

l existing TSC within six months after restart and to establish a new EOF within a 10 to 20 mile radius of the site by the third quarter of 1983. The

l licensee is also designing a Safety Parameter Display System (SPDS) as a subset of the plant computer system. The SPDS will provide a concise display of critical plant variables to control room operators to aid them in rapidly and reliably determining the safety status of the plant. Computer teminals in the TSC and EOF will make available the required SPDS infomation to the

emergency response personnel in these facilities. The SPDS will be fully operational following the first refueling outage after restart. The NRC staff is currently reviewing the licensee's proposed schedule for meeting the requirements of Supplement I to NUREG-0737.
