AFFIDAVIT OF Frederick R. Allenspach I, Frederick R. Allonspach, being duly sworn, depose and state:
I am a Nuclear Engineer (Management Systems) in the Nuclear Regulatory Commission Staff's Licensee Qualifications Branch, Division of Human Factors Safety.
I served as a staff witness in support of the organizatien and management portions of the staff's safety evaluation report regarding TMI-I Restart, NUREG-0680, Supplements 1 and 2.
I also co-sponsored testimony with Lawrence P. Crocker for the Three Mile Island Unit 1 Restart Hearing relating i
l to Contention AAMODT #2, which related to upgrading the performance of i
l licensee technicians and management personnel.
I have read the TMI Management Audit dated February 14, 1978.
This audit report does not affect the testimony I prepared relating to Contention AAMODT #2 or in my l
testimony as a witness at the TMI-1 Restart Hearing because this audit report deals with the organization and management in effect prior to the TMI-2 accident, while my testimony deals with the revised organization and management for TMI-1 placed in effect following the accident.
