Dear Mr. Denton:

Our letter of November 23, 1982 contained a proposed amendment to Facility Operating License No. NPF-9 for McGuire Unit 1 concerning reduced measurement uncertainty for Reactor Coolant System (RCS) flow rate. Based upon several questions and concerns expressed by the NRC staff, the November 23, 1982 submittal is being revised as shown DNj in the attached pages. The reasons for the revision of the November 23, 1982 submittal are summarized as follows:

(1) Several factors which can affect the RCS flow rate measurement uncertainty I analysis were neglected due to the determination that these factors were i N insignificant relative to the conservatisms included in the analysis.

9g p in letters dated March 2, 1983 and March 17, 1983 and in a meeting on gl bg g April 25, 1983, the analysis has been revised to include them. Note that after including these factors in the uncertainty analysis and removing certain ccaservatisms, the analysis still supports the RCS flow measure-

[DD'. y; ment uncertainty of 1.7% which was proposed in our November 23, 1982 sub-T- mittal. A more detailed discussion of the revised analysis assumptions 1:.E'M is included in the attached pages.

We also request at this time that the same proposed amendment be made to Facility Operating License No. NPF-17 for McGuire Unit 2. The information supporting this proposed amendment which is provided in this letter and in our letters of March 14, 1983 and March 28, 1983 applies to McGuire Unit 2 in addition to McGuire Unit 1, except as noted in the attached pages. Pursuant to 10 CFR 170.22, enclosed is a check for $400. for this Class 1 amendment. This proposed amendment has been reviewed and determined to have no adverse safety or environmental impact.

April 27, 1983 Page 2 It is respectfully requested that these proposed amendments be handled expedi-tiously because McGuire Unit 1 is currently limited by Technical Specification l 3/4.2.3 to operation at less than 90% rated thermal power level and is expected I to reach this power level about May 10, 1983. This revision to the proposed amendment is primarily based upon NRC staff comments expressed in an April 25, 1983 meeting and, therefore, could not have been provided earlier.

Please note that this submittal contains information proprietary to Westinghouse Electric Corporation. Accordingly, it is respectfully requested that the infor-mation which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations. An Application for Withholding will be submitted later along with an affidavit signed by Westinghouse, the owners of the information, which will set forth the basis on which the information may be withheld from public disclosure by the Commission.
