SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. bl TO FACILITY OPERATING LICENSE NO. NPF-30 t
UNION ELECTRIC COMPANY CALLAWAY PLANT. UNIT 1 DOCKET NO. 5TN 50-483
1.0 INTRODUCTION
By letter dated August 2,1989, Union Electric Company (the licensee).

requested changes to Technical Specification 3/4.1.3 for the Callaway Plant. The proposed changes include minor word changes and a slight format change as well as the major technical change which is a new action 3.1.3.1.d regarding electrical operability. The licensee provided additional justi-fication as well as a clarified version of the proposed revisions by letter dated December 28, 1989. This submittal did not alter the action noticed, or affect our initial determination published in the Federal Register on September 18, 1990.
2.0 EVALUATION The proposed change will allow continued operation for 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> for diagnosis l
,and repairs with one or more control rod assenblies inoperable because of an electrical problem in The rod control system, provided all affected control rods remain trippable. The existing Technical Specification requires the L
plant to.be in hot standby in 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />. A rod that is inoperable due to being untrippable is a more significant failure than a rod that cannot be l-moved due to an electric failure but is still trippable. The change in the action statements distinguishes between these failures and requires the existing restrictive action for the former while allowing more time for repair for the rod (s) that connot be moved because of an electrical failure, but are still capab h of tripping.
l The Callaway Plant has entered this action statement on six different occasions in the-past, and the plant was forced to shut down on three of these occasions.
Extending the diagnosis / repair time would accomplish several things.
It would allow sufficient time to evaluate the failure, and to develop a systematic work plan without the distraction of making shutdown preparations at the same time.
It would also allow time for the most experienced people to travel to the plant (on weekends or nights) and allow time to obtain a part from another plant if necessary. Additionally, it would reduce the potential for requiring the plant to go through an unnecessary transient because of electronic failure in rod l'
control that does not affect the trip capability.
The staff has previously reviewed and approved similar action statements for other plants and find this request essentially the same. Since the extension of the allowable outage time only applies to rods which remain trippable, assurance of the rod's primary safety function is maintained.

. i Therefore, the staff finds the Technical Specification proposed changes to be acceptable. _ In addition, the format and minor word changes clarify the meaning of the TSs and are acceptable.
3.0 ENVIRONMENTAL CONSIDERATION
Pursuant to 10 CFR 51.21, 51.32, and 51.35, an environmental assessment and finding of-no significant impact has been prepared and published in the FederalRegister(55FR6135, February 21,1990). Accordingly, based upon the environmental assessment, the Comission has de'. ermined that the issuance of this amendment will not have a significant effect on the quality of the human environment.
4.0 CONCLUSION
The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner; and (2) public such activities will be conducted in compliance with the Comission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
