SAFETY EVALUATION This amendment request revises Technical Specification Figures 5.1-1, 5.1-2, 5.1-3,and 5.1-4.
The proposed revision would provide figures which have been clarified and updated to show additional areas closed to public use by the Reform Wildlife Management Agreement dated April 10,1989.
l Technical Specification Figure 5.1-1 is a map of the site showing the Exclusion Area as described in the Callaway Final Safety Analysis Report (FSAR) and the meteorological tower locations.
The proposed changes to this figure are the deletion of unnecessary background information and the addition of the areas closed to public use.
There are no changes to the Exclusion Area as described in the FSAR.
The requested change will not affect the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety previously evaluated in the FSAR.
Figure 5.1-2 is a map of the site showing the Low Population Zone (LPZ) as described in the Callaway FSAR.
Additional features such as towns, roads, industrial, and recreational areas are also shown to allow identification of significant shifts in population distribution within the LPZ.
The proposed changes to this figure are the deletion of unnecessary background information and clarification of boundaries for the areas closed to public use.
There is no change to the LPZ as described in the FSAR.
The requested change will not affect the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety previously evaluated in the FSAR.
Figure 5.1-3 is a map identifying the site boundary for radioactive gaseous effluents.
In addition the figure identifies structure and release point locations, and areas within the si'e boundary that are accessible by members of the general public.
For the areas accessible to the general public, occupancy factors and method of occupancy control are listed.
The proposed changes to this figure are the deletion of unnecessary background information, correction of the boundaries for areas closed to public use around the plant, and addition of the new areas closed to public use by the Reform Wildlife Management Agreement dated April 10,1989.
There is no change to the site boundary for radioactive gaseous effluents or the areas closed to public use around the fenced in plant area.
The requested changes will not affect the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety previously evaluated in the FSAR.
Also, this change does not affect the methodology or parameters used in the Offsite Dose Calculation Manual for the calculation of radioactive gaseous effluents from the plant.
Figure 5.1-4 identifies the location of the liquid effluent discharge into the Missouri River.
Also shown is the site boundary for radioactive liquid effluents that is accessible to the public.
The proposed changes to this figure are the deletion of unnecessary background information and clarification of the information indicating

l the discharge point into the Missouri River.
There are no changes to i
the site boundary for radioactive liquid effluents or changes to the area closedfto public use around the discharge point to the Missouri River. The requested changes will not affect the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety previously evaluated in the FSAR.
- Also, this change.does not affect the methodology or parameters use in the Offsite Dose Calculation Manual for the calculation of radioactive liquid effluents into the Missouri River.
Based on the above discussions and the considerations presented in attachment 2, the proposed revision to the Technical specification Figures does not increase _the probability of occurrence or the consequences of an accident or malfunction of equipment important to l
safety previously evaluated in the safety analysis report; or create a possibility for an accident or malfunction of a different type than evaluated previously in the safety analysis report; or reduce the margin of safety as defined in the basis for any technical specification.
Therefore, the proposed revision does not adversely affect or endanger the health or safety of the general public or involve a significant safety hazard.

SIGNIFICANT HAZARD CONSIDERATION This amendment request revises Technical Specification Figures L

The proposed revision would provide

- 1. The proposed change does not. involve a significant increase in the-probability or consequences of an accident previously e.aluated.
This change does not affect any equipment important to safety.
The proposed revision to the Technical Specification figures does not change the location of the Exclusion Area, Low Population Zone, or the site boundary for radioactive gaseous or liquid effluents as described in the Callaway Final Safety Analysis Report (FSAR) and Technical Specifications.
- 2. The proposed changes do not create the possibility of a new or different kind of accident from any previously evaluated.
There are no new failure modes or mechanisms associated with the proposed change.
This change does not involve any modification in operational limits or physical design of equipment important to safety.
3.
The proposed change does not involve a significant reduction in a margin of safety.
This change does not affect any Technical Specification margin of safety.
Based on the above discussions, it has been determined that the requested Technical Specification revision does not involve a significant increase in the probability or consequences of an accident or other adverse condition over previous evaluations; or create the possibility of a paw or different kind of accident or condition over previous evaluatic..s; or involve a significant reduction in a margin of safety.
Therefore, the requested license amendment does not involve a significant hazard consideration.
