DESCRIPTION OF E'.Tr:

With the unit shutdown, the smoke detector system battery was noted to be not accepting a charge. The electrician sent to remove the battery did not wish to leave energized wiring exposed; he therefore removed the line fuse, not realizing that this disabled the smoke detector panel.

This event is contrary to Technical Specification 3.21. A.1 and is reportable per T.S.-6.e.2.b.(2).

A walkdown of the affected plant areas was immediately initiated, in accordance with T.S.-3.21.A.2.a.

PROBAN J CONSEQUENCES AND STATUS OF REDUNDANT EQUIPMEN3" The fire detection system ensures that adequare warning capability is available to promptly detect and locate fires in their early stages and there-by reduce the potential for damage to safety related equipment.

Since a walkdown of the affected areas was immediately initiated, the health and safety of the public were not affected.

CAUSE

The cause of this event is personnel error, in that the electrician did not realize that removing the line fuse would disable the smoke detector panel.

4.

IMMEDIATE CO,RRECTIVE ACTION:

A second elect.ucian investigated the loss of power, and found the charger de-energized. He insulated the bare wires and replaced the fuse.

5.

SUBSEQUENT CORRECTIVE ACTION:

None required.

6.

ACTION TAKEN TO PREVEhT RECURRENCE:

The smcke detector battery chargers and feeder circuits wi'l be more cle.arly labeled.

GENERIC IMPLICATIONS:

None.
