DISPECTOR'S EVALUATION AND OPD! ION - DUKE IWER COMPANY (OCCHEE 6

NUCLEAR STATICUS 1, 2, & 3), DOCKET NOS. 50-269, 3 & 287 f

b This me=orandus refers to CO Report Nos. 50-269, 270, 287/69-1 8

covering the inspection performed on January 6-8, 1969

[I Bill Leo, Vice President - Duko Engin<'oring, could offor no expla-y nation as to why the orsck in the Unit 1 SP-25 penetration section was not detected by the Southern Boiler Shop QC weMing inspcetors G

prior to shipment. In fact, he appeared somewhat embarrassod over Q

tho whole catter, particularly so after viewing the defect in the two chop radiographs that were displayed at the managccent ir+.or-3 view. Lee implied to no that ho intendo to take whatever actim

!j is necessary to correct the CC inspection deficiencios in the shop.

p He pointed out that many recent inprovements have already been cado d

in the chop QC program, but obvioucly they still hcyo moro work to (3

do in this arcs.

67 I fool that the Duho field QC wolding inspectora should be com-L4 mended on thei'r allortnese 'm detecting the SP-25 crack.

Acconting to J. T. Moore, Duke Chief Wolding Inspector, the field welding in-s.

opectors have doublocheckod all woldo made in the Scuthern Boilor f+,

Shop; the defects noted have been corrected. Mooro stated to me that he was confident that the Unit i liner plato and associated jIr penetration acetions oroctui to dato centain wolds froo from signifi-ennt defects.

Bacod on tho quality of the field QC velding inspectica 6.

offort I have observed to date, I havo confidence in the validity of IJ Moore's statoment.
