NRC Inspection - San Onofre Unit 1
This refers to the inspection conducted by Mr. L. Miller of this office on
June 1 - July 1,1981, of arMyities authorized by NRC License No. DPR-13,
and to the discussion 6f our findings held by Pr. Miller with Mr. Curran
and other representatives of the Southern California Edison Company at the
conclusion of the inspection.
Areas examined during this inspection are described in the enclosed inspection
report. Within these areas, the inspection consisted of selective examinations
of procedures and representative records, interviews with personnel, and obser-
vations by the inspectors.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in the
Notice of Violation, enclosed herewith as Appendix A.
This notice is sent to you pursuant to the provisions of Section 2.201, of the
NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
Section 2.2.01 requires you to submit to this office within thirty (GO) days
of your receipt of this notice, a written statement or explanation in reply
including (1) corrective steps which have been taken by you and the results
achieved; (2) corrective steps which will be taken to avoid further violat4ons;
and (3) the date when full compliance will be achieved. Consiferation may be
given to extending your response time for good cause shown.

During this inspection, it was also found that one of your activities appeared
to deviate from generally accepted industry standards, as set forth in the
Notice of Deviation enclosed herewith as Appendix B.
Please submit to this
office, within thirty (30) days of your receipt of this notice, a written
statement or explanation in reply including the cause of the deviation and

the steps you plan to take to assure timely implementation and completion of
corrective actions. Your written reply should include the date(s) hhen your
corrective action (s) were or will be completed.
In accordance with 10 CFR 2.790 of the Corsnission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC's
Public Document Room. If this report contains any infomation that you believe
to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you:
(a) notify this office by telephone within ten (10) days from the date of this
letter of your intention to file a request for withholding; and (b) submit within
25 days from the date of this letter a written application to this office to
withhold such infomation.
If your receipt of this letter has been delayed such
that less than seven (7) days are available for your review, please notify this
office promptly so that a new due date may be established. Consistent with
section 2.790(b)(1), any such application must be accompanied by an affidavit
executed by the owner of the information which identifies the document or part
sought to be withhild, and which contains a full statement of the reasons on the
basis which it is claimed that the infomation should be withheld from public
disclosure. This section further requires the statemt nt to address with specifi-
city the considerations listed in 10 CFR 2.790(b)(4). The infomation sought to
be withheld shall be incorporated as far as possible into a separate part of the
