Ouring a fire drill, it was discovered that a damper in the Three Room Control Complex HVAC system would not close. This is a degraded mode of LCO 4.10.1 and is reportable per Fort St. Vrain Technical Specification AC 7.5.2(b)2.

EVENT DESCRIPTION:

On June 16, 1981, during a plant refueling shutdown period, operations personnel conducting a fire drill in the Control Room placed the Three Poom Control Complex HVAC system mode switch in the test position to check damper positions. They observed that the Control Room kitchen and bathroom exhaust damper did not close as required. Failure of this damper to close would impair the abili ty to maintain a Halon atmosphere in the Control Room in the ev6.+ che -

Halon fire suppression system were activated. Although the reactor was shutdown when the failure was found, reactor operation had taken place since surveillance testing was last completed on the Three Reom Control Complex HVAC system.

. CAUSE

! DESCRIPTION:

The Control Room kitchen and bathroom exhaust damper was stuck in the open position. A visual inspection of this damper and two others indicated some accumulation of dust on the damper vanes.

CORRECTIVE ACTION:

The damper handjack was used to free and exercise the damper. When retested, the damper operated properly.

I l A preventive maintenance program will be developed to inspect and clean the damper vanes on a regular basis.
