During regular chlorination of the circulating water system, the total residual chlorine limit of LCO NR 1.1 was exceeded in the plant liquid ef-fluent.

This is reportable per Fort St. Vrain Technical Specification AC 7.5.2(b)2.

EVENT DESCRIPTICN:

On January 1,1981, during a =aintenance shutdown period, the plant oper-ations personnel chlorinated the circulating water systems as scheduled and then took the required plant liquid effluent sample. The sample was.

found to have a residual chlorine limit of 0.7 ppm. This is in excess of the LCO NR 1.1 limit of.0. 5 ppm.

The chlorination system was checked and no problem was found' with the equip-ment or the circulating water blowdown system. With the long liquid ef-fluent discharge path and the hold up period in the plant's farm ponds, it is improbable that any chlorine would be discharged into the South Platte River.

- The chlorination of the circulating water system has continued on a daily basis with the plant liquid effluent chlorine residual within the limits: of the LCO.

CAUSE

DESC2IPTION:

Chlorine consumption in the circulating water system is a complex process that is dependent upon several variables. Af ter the high residual chlorine-i level, the plant chemist checked the chlorination system and the circulating water blowdown system and could not-identify'any-cause.for the high chlorine residual level. Subsequent chlorinations and the associated samples did not reveal any recurrence of.the high residual chlorine level.

The chlorination of the circulating water system was completed before the sample was taken. Therefore, no corrective action was required, a

Subsequent chlorinations and sample did not indicate a recurrence of the high residual chlorine limit.

No further corrective action is anticipated or required.
