Gentlemen:

i This letter refers to the meeting held at the Pilgrim Nuclear Power Station, l

Plymouth, Massachusetts on July 23, 1981, and to the discussions between j

you, Mr. R. D. Machon, Nuclear Operation Manager - Pilgrim Station and l

members of your staff and Mr. T. T. Martin and members of the Region 1 I

staff. This meeting was held at our request to discuss your implementation of certain TMI-2 Lessons Learned Category 'A' items.

l As a result of the discussions at this meeting, it is our understanding j

that the following actions will be completed by September 1,1981:

i 1.

Procedures will be established and implemented for collection, handling, transport and analysis of primary containment atmosphere samples under i

accident conditions.

i 2.

Procedures will be established and implemented for collection, handling, transport and analysis of radioactive iodine and particulate samples of the Reactor Building Vent, Main Stack and Turbine Building effluents under accident conditions.

4 3.

Procedure 7.8.4 will be revised and implemented for collection, handling and transport of primary coolant samples under accident conditions.

The placement of the Turbine Building High Range Noble Gas Monitor will be reviewed to ensure that the position of this monitor provides a representative indication of noble gas effluent from the Turbine Building.

Regarding items 1 through 4, it is our understanding that the newly established procedures and revised procedure 7.8.4 will incorporate appropriate means to maintain personal exposure as low as reasonably achievable and within the dose limits of General Design Criterion 19 of Appendix A to 10 CFR 50 (i.e., 5 rem whole body, 75 rem extremity).

Further, the subject procedures will be consistent with the guidance provided in NUREG-0578 and associated correspondence from the NRC, particularly the letter dated October 30, 1979, from H.R. Denton, and NUREG-0737, which provide additional information and clarification of technical positions.

We also understand that appropriate personnel will be trained in the implementation of the newly established proc:dures and the revised pro-cedure 7.8.4 within one week af ter September 1,1981.
