Following regular chlorination of the circulating water system, samples of the plant liquid effluent were found to be in excess of .

the total residual chlorine limit permitted by LCO NR 1.1.

This is reportable per Fort St. Vrain Technical Specification AC 7.5.2(b)2.

EVENT DESCRIPTION:

On May 16, 1981, during a plant maintenance shutdown period, operations personnel chlorinated the circulating water system as scheduled. Following chlorination, the required sample of plant liquid effluent was taken and found to have a residual chloride level of 1.3 ppm. This is in excess of the LCO NR 1.1 limit of 0.5 ppm.

The circulating water blowdown system was checked and found to be operating normally. Plant chemists investigated the chlorine system and found all chlorinativa equipment to function as designed.

Subsequent chlorinations of the circulating water system on a daily basis have resulted in normal chlorine residual levels.

With the icng liquid effluent discharge path and the hold up period in the plant farm pond, it is improbable that any chlorine would be discharged into the South Platte River.

CAUSE DESCRIPTION:

A specific cause for this occurrence could not be determined.

Chlorination equipment and circulating water blowdown were checked and observed to operate normally.

CORRECTIVE ACTION:

Chlorination was complete before sampling indicated high chlorine residual. Subsequent daily checks of circulating water system indicate that all systems are functioning properly; therefore, the

s REPORTABLE OCCURRENCE 81-039 ISSUE 0 page 2 of 3 incident is considered to have been an isolated malfunction, no specific corrective action can be identified at this time.

Subsequent chlorinations revealed no equipment abnormalties and normal residual chlorine levels.

No further corrective action is anticipated or required.
