Hot reheat snubber HRS-244 was observed to be inoperable with the plant operating at power. This constitutes operation in a degraded made of LCO 4.3.10 and is reportable per Fort St. Vrain Technical Specification AC 7.5.2(b)2.

t tVENT DESCRIPTION:

On April 28, 1981, with the plant operating at 70% thermal power and 220 MWe, the oil reservoir for hot reheat snubber HRS-244 was observed to be empty.

Because the oil reservoir was empty, the snubber was determined to be inoperable.

CAUSE DESCRIPTION:

The cause for the snubber being inoperable was a leak at the elbow fitting where the reservoir ties into the snubhar valve block, which drained the reservoir. (See Figure 1)

CORRECTIVE ACTION:

The snubber was removed from service, "0" rings were cleaned and replaced, and fittings were tightened. The snubber reservoir was filled, and the snubber was returned to service.

l Because Reportable Occurrence No. 50-267/81-026 cited four inoperable snubber:, the total number of inoperable snubbers found during this surveillance period is five, and per SR 5.3.8(a), the surveillance period has been adjusted to 62 days.

No further corrective action is anticipated or required I
