Inspection 50-293/80-30

This refers to the routine inspection conducted by Mr. J. Johnson of this office

on Octtber 31-November 26, 1980 of activities authorized by NRC License No. DPR-

35 and to the discussions of our findings held by Mr. J. Johnson with Mr. R.

Machon 4:nd other members of your staff periodically during the inspection.

Areas exanined during this inspection are described in the Office of Inspection

and Enforcement Inspection Report which is enclosed with this letter. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and cbservations by the

inspector.

In addition, our inspector examined items 1 and 2 discussed in our letter to Mr.

J. E. Howard dcted October 31, 1980, regarding the inadvertent opening of 'A'

Safety Relief Valve on October 31, 1980.

This letter also confirms our under-

standing that the NRC will be provided a documented evaluation of system modi-

fications and testing, for our review and concurrence, prior to restoration of

the nitrogen system (to the drywell instrumentation) to service.

Within the scope of this inspection, no items of noncompliance were observed.

However, certain activities appear to be deviations from your corra.itments to the

l

NRC contained in letters dated August 21, 1979 and December 19, 1979 concerning

limitations on containment purge and vent operations, and from your commitment

to NRC contained in a letter dated October 15, 1980, concerning limiting working

hours for control room operators.

Both deviations represent apparent failures

on your part to incorporate commitments into plant procedures and instructions,

and to train plant personnel in fulfilling those commitments.

You are requested

to respond and comment on these items.

Please include a description of all actions

that have been or will be taken to correct the items and prevent recurrence, and

the date when these actions have been or will be completed.

In particular, your

response should describe those actions taken or planned by you to insure your

future commitments to NRC are promptly implemented.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title

10, Code of Federal Regulations, a copy of this letter and the enclosures will

be placed in the NRC's Public Document Room.

If this report contains any information

that you (or your contractor) believe to be proprittary, it is necessary that

you make a written application within 20 days to this office to withhold such

information from public disclosure. Any such application must be accompanied by

an affidavit executed by the owner of the information, which identifies the

document or part sought to be viithheld, and which contains a statement of reasons

which addresses with specificity the items which will be considered by the

Comnission as listed in subparagraph (b) (4) of Section 2.790.

The information

sought to be withheld shall be incorporated as far as possible into a separate

part of the affidavit.

If we do not hear from you in this regard within the

specified period, the report will be placed in the Public Document Room.
