12.:i I Prior to initial fuel loadine an RHR pump was discovered to have a leaking

MCGUIRE NUCLEAR STATION INCIDENT REPORT Report Number: RO-369/81-06 Report Date: February 11, 1981 Occurrence Date:

February 2, 1981 Facility:.McGuire Unit 1, Cornelius, North Carolina Identification of Occurrence: ND Pump 1A of the Residual Heat Removal System was Declared Inoperable due to a Mechanical Seal Problem condition Prior to Occurrence: Initial Fuel Loading, Mode 6 Descriptibn of Occurrence:

ND Pump'1A was discov'ered to-have a leaking seal prior to the start of fuel loading. When fuel: loading was complete, the pump was taken out of service to repair the-seal.

During this' time, the pump was inoperable and required

. compliance;with-the action statement of Technical Specification 3.9.8.2.

A

. new seal was installed and the pump was verified to be operating satisfactorily.

. Apparent Cause of Occurrence:

The ND_ Pump lA Seal had-previously been changed.. When the pump was disassembled this time, it >was discovered that the' spring.which holds the seal. faces together was_not properly loaded. - It could not be determined if the original seal had been' installed improperly or if the spring had changed position during normal pump operation.

Analysis;of Occurrence:

During :a ' normal. refueling both ND pumps are tequired to be. operable to provide single failure assurance of core cooling. 'This procedure was being followed

- during the initial-fuel loading, as"well.

However, since all the fuel.is new

. and' no heat is being generated, there is no. real need -for.the 10 pumps.
