By ' letter cated February 2,1990,(you requested a waiver. of compliance.for the Technical S Technical Specification' Interpretations (TSI) which have resulted from-

'the inability to perform the literal TS requirements due to the ptysical configuration of the-plant. -

TS1.84-19z (Unit 2 'on1 ) related to TS Table 3.3.1-1, Item 10 TSI 84-20 both Units related to TS' Table 4.1.4.2.b TSI-85-10 both Units related to TS Table 3.3.5.7-1,- Item S TSI:85-12 (both Units ' related to TS Table 3.3.2-3, Item 3.a

' TSI 87-01 (both Units related to TS Table 3.8.1.1.a LIn youriletter, you requested that a temporary waiver be granted until the

-license-amendment requests for the above. listed TS are submitted and the--

anendment process can be completed.

You also provided the staff-with a schedule for your subnrittals and the analyses of the. safety significance for each of the-above listed'TSI/TS for staff review.

The staff has reviewed the safety analyses and found that the operation of

, BSEP, Units _1 and 2, in accordance with the above listed TSI, does not involve

'a 'significant -safety concern and that your-schedule for. submitting the pending'anenoment requests is acceptable.

' Power & Light Comparty (CP&L)pliance is hereby provided to permit the Carolina to operate the BSEP, Units 1 and 2, to its license conditions until such time as the license amenarrents for the above TSI can
