SUBJECT:
TEWORARY WAIVER OF COMPLI ANCE. CATAWBA NUCLEAR STATION, UNITS 1 AND 2 (TACS 75884/75885)
By letter dated February 5,1990, you requested an energency Technical Specification (TS) change which would revise the allowable tolerance value stated in Table 3.7-2 for the Lift Setting of the Steam Line Safety' Yalves for Catawba Unit 2 only.
The requested revision resulted from the development of
- a new equipment constant by the vendor.
The change in the allowable tolerance value, also identified in Duke Power's letter of February 2,1990, is from 11%
to 11.5% and would remain in effect until the first forced outage. reactor trip, or refueling outage.
Catawba Unit 1 safety valves were set-up using the new equipment constant following its entering a refueling outage on January 26, 1990. Thus, Unit'l is already in compliance with the current TS requirements.
This emergency TS change is required to allow Catawba Unit 2 to operate without derating its power level as would have been required by TS Table 3.71, We have rey lewed your evaluation and the justification provided in your submittal and find them acceptable. This letter confirms the verbal granting of a temporary waiver of compliance from the requirements of TS Table 3.7-2 for the above change for Unit 2 only.
This temporary waiver of compliance will be in effect while the staff completes the processing of your emergency change request.
