REQUEST FOR PROPOSED ALTERNATIVE TO ASME SECTION III FOR TUBE PLUG MATERIAL - OCONEE, MCGUIRE AND CATAWBA NUCLEAR STATIONS (TACs 75884-6, 75887-8 and 75889-90)
By letter of January 24, 1990, you requested NRC approval to use steam generator tube plugs manufactured by Babcock & Wilcox with an alternate material.
The alternate material is a nickel base alloy, ASME designation SB-166 (Alloy 690).
The NRC staff has reviewed your request and supporting information. We conclude that the use of Alloy 600 in accordance with the requirements of the ASME Boiler and Pressure Vessel Code would result in a hardship since any Alloy 600 plugs installed during currently scheduled outages would require these plugs to be added to future plug inspection programs, resulting in increased resource expenditure and personnel radiation exposure.
There would be no compensating increase in the level of safety by continuing to require the use of Alloy 600 plugs, as the staff has concluded that Alloy 690 will provide an enhanced protection against pressurized water stress corrosion cracking.
Therefore, the use of Alloy 690 may be authorized under the provisions of 10 CFR 50.55a(a)(3).
Your request is, therefore, granted.
