During the weeks of October 9 and 16, 1989, the NRC administered examinations

to ernployees of your r,ompany who had applied for licenses to operate the Oyster

Cret<k facility. At the conclusion of the examinations, th9 written examination
qua.*tions and preliminary findings were discussed with those members of ycur
staf f identified in the enclosed report.

Your attention is diructed to Section 4 of the report concerning the adequacy
'
of your licensed operator training program.
Specifically, we would like to
.
discuss with you: (1) the deficiencies noted in your processing of the license
'
applications (NRC Form 398), and (2) the upgrading of your training program to
latest NRC standards which form the basis of 10 CFR 55.
You will be contacted
to discuss these issues in a management meeting at the Region I office in King.
of Prussia, Pennsylvania.
Your perspective on these issues and any related
planned improvements should also be discussed.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and its enclosure will be placed in the NRC Public Document Room.
