SU3 JECT: GUARD TRAINING AND QUALIFICATION PLAN FOR JOSEPil M. FARLEY
!!UCLEAR PLANT, UNITS 1 iviD 2.
The Commission has issued the enclosed Amen &ent No. 23 to Facility Operating License No. NPF-2 and Amen &ent No. 5 to Facility Operating License No. ?!PF-8 for the Joseph M. Farley Nuclear Plant, Units 1 and 2, in response to your submittal dated August 16, 1979, supplemented by letter dated April 27,1Fl.
The amentents modify the licenses identified above to include a mquirement to maintain a Guard Training and Qualification Plan in accordance with 10 CFR 73.55(b)(4) within 60 days of this approval by the Comission. All secur-ity personnel shall be qualified within 2 years of this approval. The amend-ment for Unit 2 also adds the previously approved contingency Plan for Farley Plant added for Unit 1 by our Amendment No.17 on December 10, 1980.
We have completed our review and evaluation of your Guard Training and Qualification Plan described as " Joseph M. Farley Nuclear Plant Security Personnel Training t.. J Qualification Plan," Revision 1 dated April 21,1981.
We have concluded that the plan for these facilities, when fully implemented, will provide the protection needed to satisfy the objectives of the specific requirements of 10 CFR 73.55(b)(4) and Appendix B to 10 CFR 73. We, them-fore, further conclude that your Guard Training and Qualification Plan is acceptable.
Changes which would not decrease the safeguards effectiveness of your approv-ed Guard Training and Qualification Plan may be made without approval by the Commission. A report containing a description of each change shall be fur-nished to the Director, Office of Nuclear Reactor Regulation, U. S. Nuclear Regulatory Cormission, Washington, D. C.
20555, with a copy to the appro-priate NRC Regional Office within two months after the change is nade. Re-cords of changes made without Commission appmval shall b2 maintained for a period of two years from the date of the change.

These amendments apply to the Guard TIaining and Qualification Plan and, therefore, do not authorize a change in effluent types or total amounts nor an increase in power level, and will not result in any significant envimnmental impact. Having made this determination, we have further concluded that these amendments involve an action which is insignificant
- from the standpoint of environmental impact and pursuant to 10 CFR 51.5(d)(4) that an environmental impact statement, or negative declaration and environ-menta12 impact appraisal need not be prepamd in connection with the issuance of these amendments.
Since timse amendments add license cor.ditions to include the Comission approved Guard Training and Qualification Plan to the license, they do not t
involve a significant increase in the probability or consequenc1s of an acci-dent, do not involve a significant decrease in a safety margin,and, therefore, do not involto a significant hazards consideration. We have also concluded that them is reasonable assurance. that the health and safety of theppublic will not be endangered by this action and that the issuance of these amendmants will not be inimical to the common defense and security or to the health and safety of tha public.
We will continue to withhold your Guard Training and Qualification Plan and related materials from public disclosure in accordance With the provisions of 10 CFR 2.790(d).
A copy of the Notice of Issuance is also enclosed.
