FARLEY NUCLEAR PLANT UNIT NOS.1 & 2 Our initial review of the ~ referenced training and qualification plan submitted by your letter dated August 16, 1979, has been completed. The enclosure to this letter provides comments on the plan for the Joseph M. Farley Nuclear Plant.. As you have requested the plan which is considered proprietary information is being' withheld from public disclosure per 10 CFR Part 2.790(d).
- You are requested to provide a revision to the plan in accordance with the enclosed comments.
Of course, you may suggest alternatives or query any of .our specific comments. Your representative may. contact the project officer, Mr. Barry Manili (301-427-4010) or the NRC Project Manager, Mr. Ed Reeves if there are any questions. Please provide your response wit' 30 days cf receipt of this letter. Following review of your response, our pla '.s to condition the licenses for both units to identify the specific plan and to indicate that this plan be fully implemented in accordance with 10 CFR 73.55(b)(4), within 60 days of our a pproval. C0FNEf1TS Off FARLEY GUARD TRAlf1IfiG PLAN Our review of the plan indicates that a limitad number of revisions are required prior to its being acceptable. Specific Comments 1.1.a Revise this section to commit to the educational criteria contained in Part 73 Appendix B. I.A.a. 1.2.1.3.5 Revise this section to include the CAS/SAS operators. 1.2.1.3.b.(1) Revise the following sentence to read, "The eye examination will determine and require that armed individuals and CAS/SAS operators have: (a)........". 1.2.1.3.b.(2) Delete the words "or plastic type". 1.3 Add to this section a commitment that a medical examination will be given within a 30 day period prior to the physical fitness test as indicated in Part 73 Appendix 3.I.C. 1.6 Add to this section a commitment that all documentation will be retained for at least a 2 year period. 2.2 Add to this section a commitment that all qualification records will be retained for at least a 2 year period.
- 0 Delete the reference within this section to the Mo.dified Amended Security Plan and commit to the requirements of Part 73 Appendix 3.V.A.S.
Responsibility Matrix Tasks Add the following information within the appropriate task. Commit to having the CAS/SAS oper,. 3rs complete all classroom training related to the use of equipment, tactical considerations, and support I of the contingency plan. Commit to training the access control guards to insure that visitors are briefed on e tergency procedures, areas of access and unauthorized l activities. Commit to training the escort guards to insure that; continued obser-vation and control over visitors is maintained; access is permitted only to authorized areas; unauthorized activities are detected; and the CAS/SAS are notified if any unauthorized activity is observed. l Commit to training the vehicle escort guards to insure that; continued observation and control over vehicle and driver are maintained; the vehicle is locked and secured if left unattended; and unauthorized caterials are not loaded or unloaded.
