' NOTICE OF ' ISSUANCE OF AMEMDMENTS TO ~
OPtRAi1NT I E ENSE5 The U. S. Nuclear Regulato.ry Commission (the Commission) has issued Amendment No. 23 to Facility Operating License No. NPF-2, and Amendment No. 5 to Facility Operating License No. NPF-8, issued to Alabama Power Company, which revised the licenses for operation of the Joseph M. Farley Nuciaar Plant, Unit Nos.1 and 2, located in Houston County, Alabama. The amendments are effective as of the date.o' :ssuance and are to be fully implemented within 60 days of Commission approval in accordance with the provisions of 10 CFR 73.55(b)(4).
The amendments add license conditions to include the Commission-approved Guard Training and Quelification Plan as part of the licenses. The amendment for Unit 2 also adds.the previously approved Contingency Plan for Farldy Plant added for Unit i by our Amendment No.17 on December 10, 1980.
The licensee's filing, which has been handled by the Commission as an application, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.
Prior public notice of these amendments was not recuired since the amendments 'do not involve a significant hazards consideration.

The licensee's filing dated August 16, 1979, and its revision sub-l mitted by letter dated April 27, 1951, are being withheld from public di sclosurt pursuant to 10 CFR 2.790(d). The withheld information is subject to disclosure in accordance with the provisions.cf 10 CFR 59.12.
