y US/IAEA Safeguards Agreement The IAEA conducted safeguards inspections at the Trojan Nuclear Plant,

Exxon Nuclear Corporation's Negative Declaration On August 19, 1981, a Negative Declaration was published in the Federal Register ralative to the Environmental Impact associated with Exxon Nuclear Corporation's application for renewal of their special nuclear material license.

This will allow the staff to go forward and issue a full term yd renewal of the Exxon license.

La Crosse BWR On August 19, 1981, the presiding ASLB issued a Memorandum and Order directing the consolidation of two proceedingt: the proceeding involving the application for a full-term operating license and the show cause proceeding ordered by the Comission with respect to site dewatering and seismic issues.

State of Washington On August 19, 1981, the Comission received a proposal from Governor Spellman i

of Washington for the State to enter into an amended agreement with the NRC whereby the NRC would relinquish and the State would assume regulatory authority over uranium and thorium tailings pursuant to the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, as amended.

DIVISION OF SECURITY WEEK ENDING AUGUST 21, 1981 Ooeration DIALOGUE A member of the Division of Security attended a one-day training course entitled " Operation DIALOGUE," conducted by the Defense Intelligence School of the Defense Intelligence Agency (DIA).

Senior officials of DIA, speakers at the course, raised the issue and concerns of U.S. technology transfer to foreign countries. Much of the transfer results from the contact U.S. persons have (particularly scientific and technical people) with foreign visitors and foreign students and the more or less unrestricted access foreign officials have in this country to U.S. people.

Liquid effluents from the 'IMI site released to the Susquehanna River after '

processing, were made within the regulatory limits and in accordance with HRC requirements and City of Lancaster Agreement dated February 27, 1980.

During the period August 14, 1981 through August 20, 1981, the effluents contained no detectable radioactivity at the discharge point although individual effluent sourt.es which originated within Unit 2 contained minute amounts of radiorctivity.

Staging and processing of reactor building sump water is expected to start during the first half of September 1981 after a trial period of processing inter-mediate water to verify that the systen is functional.

Reactor Building Entry and Purce.

The fifteenth entry into the Unit 2 reactor building (RB) is scheduled for Thursday, August.27,1981.

A total of fifteen men will enter the building in staggered intervals commencing at approximately 9:00 a.m.

It is expected that all assigned tasks will be completed by 2:00 p.m. on the same day.

',A revised version of the Part 73 rule concerned with additional measures for

' physical protection of Category II material intransit is being prepared.

The rule, which has been published for public comment, will be published in effec-tive form following Commission approval.

The staff has received final letters from interested parties commenting on the rule.

Rule on Advance Notification of Governors A revised version of the Part 73 rule dealing with Advance Notification of Governors of Shipments of Spent Fuel has been ' circulated for office concurrence.

The rule, which has undergone a round of public comment, will be published in effective form following Commission approval.

US/IAEA Safeguards Agreement l

l The IAEA conducted safeguards inspections at the Trojan Nuclear Plant on August 10,11, and 12; the Exxon Fuel Fabrication Plant on August 12,13, and 14; and the Rancho Seco Nuclear Generating Station on August 17 and 18.

During these visits, IAEA surveillance cameras were installed at both reactor sites.

International Safeguards Training Course Division of Safeguards representatives attended the interagency steering com-mittee meeting on August 13.to develop the prospectus, course syllabus and schedule for the next Nuclear Nonpoliferation Act training course covering international safeguards for research and power reactors, and associated spent fuel storage.

The course will be open to foreign candidates from IAEA Member States, with preference given to developing countries. The course will be held primarily at Santa Fe/L d Alamos, New Mexico on March 15-30, 1982.

The following Notifications of Significant Enforcement Action were dispatched during the pr at week:

EN-81-13A Met Lab, Inc. - An Order Imposing Civil Penalties in the amount of $3,JOO was issued to subject licensee on August 14, 1981.

Previously, a Notice of Violation and Propcsed Imposition of Civil Fnalties was issued in the amount of $4,000, based on alleged violatt.s relating to radiation exposure to a radiographer in excess of NRC limits, and failure to have the film badge immediately processed after his pocket dosimeter discharged beyond its range during the conduct of radiograph operations.

After consideration of the licensee's

r sponse, it was concluded that all but one violation did occur and no adi quate reasons were given for mitigation or remission of the civil penalties, except for one violation that was mitigated by one-half (failure of the radiographer to report that his pocket dosimeter had discharged beyond its range by active concealment of this fact to the licensee).

Mitigation of this item was based on limited management involvement or responsibility for its occurrence.

One other violation not assessed a civil penalty was witndrawn.

EN-81-26 Mustang Services, Company - A Notice of Violation and Froposed Imposition of Civil Penalties in the amount of $6,000 was issued to subject licensee on August 21, 1981.

This action was based on alleged violations involving (1) failure to perform c radiation survey during transfer of a source holder from one vehicle to t.nother vehicle, during di6 loss of control of the sealed source in the source holder occurred, resulting in a probable radiat#an e vosure to a member of the general public in excess of NRC limits, and (2) the use of a licensee employee to handle the scarce transfer operation who was not authorized by the license and not cupervised by an authorized user to perTorm the sealed source transfer.

EN-81-27 Jersey Central Power and Light Company - A Notice of Violation and Proposed Imposition of a Civil Penalty in the amount of $80,000 was issued to subject licensee on August 21, 1981.

This action was based on an alleged violation relating to the safety function of the reactor building to suppression chamber vacuum breakers being compromised in that they were unable to fully open as required by the Tech Specs.

Specifically, one vacuum breaker in each line (two parallel lines) was obstructed from fully opening by contractor installed scaffolding from the afternoon of April 16,1981, until 1:25 p.m. on April 18, 1981, during which time primary containment integrity was required.

Sandia Jet-Load Modellino Procram

'At the request of MSES/RES, AME has reviewed the Sandia Jet-load modelling pro gram. The review concludes that the CSQ code is not suitable to model the extension to 3-D, but rather a simple drag formula with 2-D free-jet calculations already perfomed is adequate. The review also suggests test data to compare the 3-D extended model against.

Based on orevious discussions with CPB, AM3 has no funding set aside for this purpose.

Proposed Plant Analyzer Pmoram P. Andersen and H. Zuber attended a Seminar on Parametric Compact Simulator organized by I&E. It was stated in the announcement of the seminar that the compact simulator manufactured by SIMUiEC Inc. "has a capability for simulating reactor operations for both BUR and P'n'R; can be customized with minor rodification for a specific plant; has the potential for engineering analysis, training and response center operations".

However after some questioning it became evident that the SIMUTEC simulator-is an effective interactive graphic machine for processing and displaying pre-programed " canned" interaction.

For example, it can calculate natural circulation flow only if the circulation ration is specified-an information it should have calculated had it indeed had an engineering analysis capability.

In stam,ary the SIMUTEC simulator does not.have capability for engineering analysis.

In that respect, it has the same' shortcomings as other simulators on the market today.

Its main attractiveness is the low cost, about $500X for the entire system.

Westinghouse removed the heater bundle No. 6 from the housing for inspection. Westinghouse reported that only minor bundle distortion was observed.

Semiscale In Test S-NC-5, little effect was found due to injection of non-condensible gas into the two-phase mixture. The greatest effect was a drop in flow rate of roughly of a factor of two (2).

Data analysis is continuing.

LOFT Instrumentation installation and calibration, valve repairs and pl, ant codifications are in progress for the next test, L5-1.

This is the first intermediate sized break and is designed to simulate degraded ECC flow (due to assumed break in ECC delivery line) and the low pressure (220 psig) accumulator injection used by Combustion Engineering.

An orifice is being added to the accumulator in.iection line to permit an accumulator change-pressure of 600 osio (for safety resons), and at the same time, provide the reduced flow rate associated with the 220 psig accunulator. The core is expected to partially uncover before being recovered by emergency core coolant.

Hill of the United Kingdom's National Radiological Protection Board visited the NRC offices in Silver Spring, MD to discuss various aspects of high-level and low-level waste disposal with personnel from RES and NMSS. Morning discussions were concerned with the proposed regulation (10 CFR 60), and the role of modeling in making safety assessments and licensing decisions concerning the geologic disposal of high-level waste. On Tuesday Messrs. Hoshino, Mizuno, Hyakawa, Kijima, and Shiki of various Japanese industry groups met with V. Moore, NRR, to discuss human factors safety in the control room.

On Wednesday Messrs. Delmas and Nogues of the French Ministry of Industry's Of.fice of the Safety of Nuclear Installations (SCSIN) met with V. Goel, J. Muscara, and R. Meyer of RES, and L. Rubenstein of NRR to discuss regulatory guides concerning the primary circuit and supervision of defective fuel assemblies.

On Thursday and Friday, Mr. Hamada, the local representative of Tokyo Electric Power Company (TEPCO), met with H. Denton, NRR, V. Stello, IE, and J. Lafleur, IP, to introduce his replacement, Mr. Umezu.
