TRIP REPORT - Point Beach Masonry Wall Site Audit and Annual Plant Visit on June 8 - 12, 1981.
On June 8, 1981. Timothy G. Colburn, Point Beach Project Manager accompanied David Jeng, Nilesh Chokski and K.C. Leu from the Structural Engineering Branch and Howard Wong from IE Headquarters on a site audit and visit of the Point Beach Nuclear Plant. This audit was arranged at the request of the Structural Engineering Branch to help resolve the Masonry Wall Issue which was the subject of IE Bulletin 80-11.

A conference call with Wisconsin Electric Power Company (m(asonry and Point Beach, Bechtel, (architect consultant) Computech Structural consultant) and the NRC staff was held prior to the visit to arrange for the availability of records and documentation needed during the review. The plans and purpose of the visit were discussed with the resident inspector. The audit started with a walk down inspection of the rste than 50 masonry walls in question. Bechtel and Computach then presented their design concepts, assumptions and calculations which formed the basis of their previous submittals. The next two days were spent discussing differencas between the Point Beach proposals and the NRC staff position, reviewing detailed calculations and data, and formulating a list of action items necessary to resolve the NRC staff's concerns.
A closing conference was held to discuss the proposed action iteas and:

their scheduling, both parties acknowledging that these items were subject to management approval. A list of attendees is attached.
This visit was extremely helpful in many ways.
(1) It allowed a first hand view of the existing structures at Point Beach - necessary in understanding the assumptions used in their previous submittals.
(2) It allowed for face-to-face contact and detailed data review -
necessary in understanding the development of the licensee's design criteria.
(3) It accomplished much more in a shorter period of time than could have been accomplished using conference calls and additional 8107070049 eiofg Ntion requests.

, I think a similar approach to the problem will help other project manager's solve this issue expeditiously.
While at the Point Beach plant, the project manager was able to discuss technical issues with the plant staff including the licensee's February 4,1981 Technical Specification change request and the content of inadvertent boron dilution training for control room operators. Operating philosophy was discussed with the plant superintendent.
In addition to helping resolve the Masonry Wall issue, this visit served as the annual site visit for the project manager allowing him to maintain familiarity with plant facilities and equipmaits and converse with various members of the plant staff and the Resident Inspector.
