UNITED STATES NUCLEAR REGULATORY COMMtss!ON W ASHINGTON, D.
C.
20555 541 January 9,1976 Wisconsin Electric Power Company ATTN:
Mr. Sol Burstein Executive Vice President 231 West Michigan Street Milwaukee, Wisconsin 53201 Gentlemen:
We have completed our acceptance review of your tendered applicaticns for early site reviews of the Wood site and the Haven site.
We have concluded that the site addenda and the environmental reports for the two sites are not sufficiently complete for us to initiate our detailed review.
As indicated in Enclosure I, the site addenda for both sites require additicnal information to be supplied before the review can begin.
The information requested is for use in the areas of accident analysis,' hydro-logy, and foundations.
The requests reflect current published standards for construction permit applications in areas that will also be early site review informational requirements.
Enclosure II contains additional informational needs of both site addenda discovered during the acceptance review.
You are encouraged to respcnd to as many of these requests as possible at the same time you respond to Enclosure I.
Where this is not possible, you are encouraged to submit the remainder of the responses at the time the detailed review is initiated.
The " Site Visit Agenda" of Enclosure III contains the additional information required of both environmental reports.
The requests will be discussed with you in a formal meeting tentatively scheduled for late January,1976.
Please inform us of your intended schedule for responding to the items in Enclosures I, II and III.
In turn, we will provide you with our draft schedule for the review.
Your response to the informational requests should be in the form of amend-ments to the existing site addenda and environmental reports.
Twenty (20) sets per site should be supplied for the site addenda and the environmental reports.
These will be reviewed to determine the adequacy of your resocnses.
Aur
- If the information is determined to be adequate, you will be required to supply sixty (60) amended'cepies per site of the site addenda and two-hundred (200) amended copies per site of the environmental report.
If, during the course of our review, you believe there is a need to appeal a staff position because of disagreement, this need should be brought to the staff'c attention as early as possible so that an appropriate appeals process can be initiated on a timely basis.
A written request is not necessary and all such requests should be initiated through Walter Pike, the assigned staff project manager.
This procedure is an informal one, designed to allow opportunity to discuss areas of disagreement in the case review at higher levels of management in both the staff and the applicant's organization.
Sincerely,
._l 1
