DCCKETS STN 50-502 cnrcuen 50-507 On May 29, 1974, Wisconsin Electric Power Ccmpany, Wisconsin Power and Light Ccmpany, Wisconsin Public Service Corporation, and Madison Gas and Electric Company (Applicants) filed an application for construction permits and all licenses required in connection with the ownership, use, and operation cf one or more nuclear pcwer plants at one or more sites in Wisconsin. This application included a Praliminary Safety Analysis Report (PSAR) containing the information required under Sections 50.34 (a) and 50.34a of the Ccemission's Regulations.

On July 1, 1974, Applicants filed a Site Adder.dum to che PSAR and an Environmental Report for the Koshkonong Nucl. ear Plant.

s The PSAR was decketed on August 9, 1974; the 5'oshkonong Site Addendum was accepted on August 26, 1974; and the Koshkonong Environmental Report was accepted on September 5, 1974. Both the radiological safety and environmental reviews of Koshkonong Nuclear Plant are currently in prcgress.

As part of the planning for-the proposed Koshkonong Nuclear Plant, Applicants conducted an extensive pcwer plant site investigation program. This program began in 1972 and culminated in June 1974 wich the selectidn of the Kcankenenc Nuclear Plant site. ~

Cver 30 sites were investicated in 17 candidate regions in Wisconsin and the Upper Peninsula of  ;

Michigan. After completion of preliminary studies, five of the sites were selected for detailed study. These five sites included the Koshkonong site in Jefferson Ccunty, the Haven site in Sheboygan County, and sites in Kenosha, Grant, and Wocd counties. i ENCt.oJ ust l 81 ousoo4[G , ggg3

-Mr. Benard C. Rusche August 15, 1975 A preliminary environmental report was issued in June 1973, which discussed these five sites as well as the other locations which were studied as part of the preliminary site investigation.

Copies =of this Prelimina.ry Environmental Report were provided for information to the Regulatory Staff.

kn addition to the Koshkonong Site, two other sites have been identified by the Applicants as alternatives to the Koshkonong location or future potential nuclear planu sites.

These sites are known as the Haven site, located in Sheboygan County, and the Wood site, loca"ed in the town of Rudolph in Wood County. The cetailed studies conducted by the Applicants at these sites have been assembled in an Envi.ronmental Report and a Site Addendum for each site which assume the use of the same two-unit, 900 MWe, pressurized water reactor plant, as described in the Wisconsin Utilities Project PSAR. The secpe of the Environmental Reports and Site Addenda are' generally the same as that required fait a construction permit application.

We are pleased to send you 20 copies each of the Site Addendum and Environmental Report for the Haven site and the Wood site. These materials ccmprise 15 volumes for the two locations.

They are currently being printed and should be mailed to ycu under separate cover in a few days. We believe this transmittal also responds to Mr. Giambusso's letter to us under Project STN 495, dated August 27, 1974.

The Applicants are not applying for a construction

. permit for the Haven and Wood sites. Applicants are unable to predict at this time if, and when, such an application for construction permits would be made. However, we are submitting these Environmental Reports and Site Addenda in the context of ~

the Commission's March 11, 1974 anncuncement of the policy for reviewing future potential nuclear plant sites in advance of an application for specific construction permits, and also in the context of the Commission's proposed legislation for early siting approval. Also, in consideration of the substantial effort which applicants have expended in reviewing these sites at Haven and Wood as potential citernatives to the Kashkonong site and as potential future sites, we believe it is appropriate for the ccmmission to be in possession of the information so derived.

We would be pleased to meet with members of the Regulatory Staff to discuss any cuestions which the staff may have in this regard, and to consider any review which the Commissien may wish to undertake in regard ;;c future designated nuclear plant locations.
