SUBJECT:
NEED FOR ACCESS TO VITAL AREAS - REVIEW GUIDELINE #6 Positive access control is required for the physical protection' of nuclear po l e plants.
Positive access control provides assurance that only adhorized individuals enter a vital area for authorized reasons.
One eierent of positive access control is the establishment of the need for access. A system for establishing the need for access should be based on an individual's assigned duties and nomal working hours.
During nor al working hours an individual should be granted access based upon his position.
It is not necessary to determine his exact reason to enter a vital area that is associated with his assigned tasks.
During times other than nomal working hours an individual should confirm a need to enter a vital area.
The following describes an acceptable method of establishing a need for access to vital areas.
Need for Access (1) The need for access is established when an individual is authorized l
access to vital areas. This need for access is revalidated at l
least once every 31 days. During nomal working hours, an individual is granted access to those vital areas identified in his authorization.
(2) The shift supervisor is notified of all individuals on site more than one hour after the end of the individual's normal working hours.
No further action is required unless directed by the shift supervisor.
(3) The shift supervisor is notified prior to granting an individual access to the protected area at times other than tre individual's l
l normal reporting time. When granting access to the protected area, the shift supervisor may also grant access to those vital areas identified in the individual's authorization.
