0 Reactor coolant system Tave decreased below the 541* ltnit, to 535 F.

Conditions Prior to Occurrence:

Mode 1, 10% reactor power, routine startup Aeparent Cause of Occurrence:

During reactor and turbine startup, with 'D' bank rods at approxLastely 209 steps, the reactor operator was diluting to insert rods and increase power simultaneously. Due to inadequate coordination by the unit operator, the assistant shift engineer was loading the turbine to a point beyond reactor power.

Analysis of Occurrence:

Action statement of LCO 3.1.1.4 was entered. RCS Tave was returned above 5410F within 7 minutes.

Corrective Action

Turbine load was reduced to allow RCS Tave to increase above 5410F.
