noncompliance provided to you by Reference 2.

Your written response

ha. Nen reviewed and was found to lack sufficient information to

permit our assessment of your overall corrective actions.

By Reference 2, you were requested to include in your response to

the item of noncompliance a discussion of those actions being taken

at WNP-3/5 to implement the lessons learned at WNP-2 to improve contractor

performance. You were further requested to include a description

of those actions taken or planned to assure that a complete file of

all quality assurance records generated will be maintained and available

for inspection at all times and that all such records will accurately

reflect the status of the activities covered. This additional infonnation

was requested from you because our investigation had substantiated

an allegation that quality records were withheld from NRC inspection

by one of your contractors.

Your response to our request for the additional infonnation did address

the actions you intend to take to utilize the lessons learned from

WNP-2. These actions will be exanined following your implementation

in March 1981. Your response, however, did not address your taken

or planned actions which assure the maintenance, availability, and

accuracy of quality records. Accordingly, you are requested to submit
