Dear Mr. Ahearne:
Some months ago you asked me to appoint three of ficials to represent the Co=menwealth as individuals on the Advitcry Panel for the Decentamina-tion of Three Mtle Island, Unit 2.
Subsequently, I named Clifford Jones, Secretary of the Department of Environmental Resources, Dr. E. Arnold Muller, Secretary of the Department of Health, and Lt. General DeWitt C.
S=ith, Jr., USA-Ret., Director of the Pennsylvania Emergency Management Agency to the panel.
As we have already co=unicated informally to the NRC, events in subse:;uent =onths lead us to question both the wis:lom and utility of having three such senior officials as participati2g members of a panel which, meeting exclusively in open sessions, is discussing and preparing to take positions on matters of great sensitivity and direct i= port to both the people and the government of the Cormonwealth of Pennsylvania.
The potential for policy confusion or conflict appears to be substantial and I, of course, must reserve ulti= ate Co==onwealth policy decisions in this area to =y own office.
At the same time, I rea=in persuaded that both the substance and proceedings of the panel's vork are important to us.
Accordingly, I should like to withdraw the names of Secretaries Jones and Muller, and General S 'th, as me=bers of the advisory panel.
In their stead, I will ask Mr. Tho:as Gerusky, Director of the Bureau of Radiation Protection, Department of Environmental Resources, Dr. George Tokuhata, Director of the Division of Epidemiological Research, Department of Health, and Mr. Craig A.
