'b7 Dear Chairman Minnich.

We have received your letter of February 9, 1981,,and we share your concern about the effect on the operation of the Advisory Panel of non-voting members.

The Commission feels that the work your Panel is doing is important and would like to have the representatives of the state government as active, voting participants in the Panel's deliberations.

We have asked the Governor to reconsider his decision to replace the state's panel members with observers and to consider designating at least one of the observers as an active, voting member of the Advisory Panel.

A copy of my letter to Gavernor Thornburgh is enclosed.

We hope that we can work out these problems so that your Panel can proceed smoothly in accomplishing its purposes.

If we can be of any further assistance, please do not hesitate to let us know.
