Dear Governor Thornburgh:
We would like to propose a modification to your proposal of substituting non-voting observers for the representatives of the Commonwealth on the TMI Citizens Advisory Panel.
While we under-stand your concern that the Commonwealth's position on sensitive policy issues must rest in your office, we think it important for this Commission to have the views of the Commonwealth reflected in the advice we receive from the. Panel.
When the Advisory Panel was formed, the membership was carefully balanced to be representative of a variety of interests in the TMI area -- the, local governments, the scientific community, the general public and the state government.
The Commission consid-ered this a good means of obtaining a spectrum of views and advice about the cleanup of TMI-2.
Since your representatives are not voting and are taking only a limited part in the Panel's deliberations, the Panel's recommendations to the Commission do not reflect the views of the state government.
This is regret-table because the opinions of knowledgeable state representatives would be valuable to the Commission.
In addition, the other members of the Advisory Panel have indicated that they would prefer to have at least one voting representative from the state.
We have, of course, no objection to your substituting new state representatives for the original panel members, but we would ask you to consider designating at least one of the observers as an active, voting member of the Advisory Panel.
We would appreciate your consideration of this suggestion.
