FORT ST. VRAIN NUCLEAR GENERATING STATION PUBLIC SERVICE COMPANY OF COLORADO 16805 WELD COUNTY ROAD 191/2 PLATTEVILLE, COLORADO 80651 REPORT NO. 50-267/ 81-005 /03-L-0 Final IDENTIFICATION OF OCCURRENCE:

One of three channels of the loss of circulator bearing water of one of four circulators was found with the setpoint below the limit specified in LCO 4.4.1.

This event is reportabic per Fort St. Vrain Technical Specification AC 7.5.2(b)1 and AC 7. 5.2 (b)2.

EVENT 5ESCRIPTION:

During performance of a scheduled Surveillance Test, one of three pressure differential indicating switches per circulator which measure 'clium circu-lator bearing cavity differential pressure, was found to have a setpoint below the limit specified in LCO 4.4.1, Table 4.4-3. The reactor was in a I

shutdown condition at the time. The LCO specifies a trip setting of equal to or greater than 475 PSID and PDIS-21177 was found to have a trip setting 4

of 380 PSID. The LCO 4.4.1 requires that an inoperable channel be tripped, and since it cannot be established when the channel became inoperable, oper-atton in a degraded mode of the LCO must be assumed.

The switch setting which was found to be less conservative than that es-tablished in the Technical Specification did not prevent fulfillment of the functional requirement of the systes.

. CAUSE DESCRIPTION:

The cause of the below limit setpoint was irstrument drif t. During per-formance of this surveillance, twelve eritches were checked and three were found to have setpoints which had shif ted. Only one was found to have l shif ted below the Technical Specification limit.

CORRECTIVE ACTION:

l The PDIS wa's adjusted to a trip setting above 475 PSID and returned to ser-vice, and the Surveiliance Test was successfully completed.

No additional action is required or anticipated.
