January 7, 1981 Identification of Occurrence:

Failure to meet Technical Specification Surveillance requirement 4.8.1.1.c.2.b) contrary to Technical Specification 3.8.1.1.

Conditions of Occurrence:

Mode 1 power operation (98%).

Description of Occurrence:

At 1210 during performance of SP-511, Quarterly Battery Check (Units 1 & 2), it was discovered that the Unit #3 battery did not meet the requirements of Technical Specification Surveillance 4.8.1.1.1.c.2.b).

The con-servative assumption was made that Action Statement 3.8.1.1.c was applicable. The Dmergency Diesels were fast-started to prove redundancy. The battery was put on equalize charge. At 1700, it was discovered that EDG-lA fuel oil storage tank had less than 400 gallons volume; the transfer pumps (DFP-1A and IC) had not auto started. The pumps would operate in manual control.

Maintenance was initiated and operability of the Emergency Diesels was restored at 1730 on January 7,1981, t.t 0925, on January 8, 1981, operability was restored to the Unit #3 battery.

Designation of Apparent Cause:

The cause of the.first occurrence was that the specific gravity of one cell deviated by more than 0.01 from the previous reading. The cause of the second event was a mal-adjustment of level switch DF-2-LS.

Analysis of Occurrence:

There was no effect upon the health ~or safety of the general public. The Unit #1 battery capacity was sufficient to ensure D. C. Control power to the 230 KV switchyard breakers to supply A. C. electrical power to the onsite class lE distribution system.

Corrective Action

The equalizing charge restored the specific gravity of the cell to acceptable limits. A revision to Technical Soccifi-cations will be submitted to modify requirements to reflect plant design with regard to Units 1 & 2 batteries.

DP-2-Ls was adjusted and operability was restored.

Failure Data:

This is the fifth occurrence for Units 1 & 2 batteries, the first occurrence for day tank level and transfer pumps DFP-1A and 1C and this is the twenty-first event reported under this specification.
