1.0 INTRODUCTION

NUTECH has completed a thorough review of all of the nuclear safety related Zimmer equipment which is in the NSSS vendor's scope of supply. This review was conducted to determine whether the equipment was qualified in accordance with the current U.S.

Nuclear Regulatory Commission (NRC) Seismic Qualification Review Team (SQRT) requirements. The following standards were used as the basis for the SQRT resvaluation:

.I Before the actual evaluation of the qualification documentation I began, NUTECH prepared a list of the nuclear safety related Zimmer equipment in order to satisfy the first of the NRC SQRT requirements. This list is included with this report as Appendix A and it contains the following information:

The list was prepared by reviewing several GE equipment lists and system drawings, and by contacting cognizant engineers at the plant site and at GE.

.I During the evaluation phase of the work, GE transmitted analyt-ical resulta, test reports, and recirculation and mainsteam pip-ing loads to NUTECH. Sargent & Lundy (S&L), who is the architect engineer, provided building response spectra and balance of plant piping loads. In addition, NUTECH received instrument specifica-tions and qualification documentation from several equipment l vendors. The information which was received from GE, S&L, and the equipment vendors was reviewed in light of the current NRC i

SQRT requirements. Careful consideration was given to the effects of the high frequency loads and the multi-modal response of the equipment.

l SORT Summary Forms were completed by the NUTECH engineers for the equipment items. These forms contain information concerning the equipment function, dimensions, and location, as well as the results of tests and analyses which were performed.

The evaluation was divided into four (4) phases. During the I .

first phase, the locally mounted racks and instruments were eval-I I

i uated. The second phase of the work addressed the qualification l of the control room panels and instruraents. The floor mounted I mechanical equipment was' evaluated in the next phase. Lastly, the pipe mounted mechanical equipment was evaluated.

E In order to bring all of the nuclear safety related Zimmer equip-I I ment into compliance with the current NRC SQRT requirements, NUTECH is developing and administering several requalification l

programs using state-of-the-art analytical and testing tech-niques. The locally mounted and control room instruments and l.

racks are being qualified by multi-axial, multifrequency tests.

l Several of the small mechanical equipment items are also being qualified by test. These tests will account for the effects of l' hydrodynamic and seismic loads on the equipment. The large mechanical equipment items are being qualified by complex modal analyses which use.the current hydrodynamic and seismic response

l 2.0 ELECTRICAL EQUIPMENT REQUALIFICATION TEST PROGRAMS I The SQRT reevaluation revealed that due to the changes in state-of-the-art testing requirements there is not sufficient seismic test data to demonstrate conformance to SQRT Requirements for much of the Class lE equipment in the William H. Zimmer Electri-cal Power Station. Therefore, additional tests have been and will be conducted in order to provide additional required infor-mation. The following four groups of Class lE equipment will be tested in four separate test programs:

j 1. Local Panels

2. Locally Mounted Instruments and Electrical Devices
3. Control Room Panels
4. Control Room Instruments.

I The primary purpose of these test programs is to demonstrate that this equipment will meet SQRT requirements per IEEE 344-1975.

Each test will utilize multi-axis, random multi-frequency excita-l tion. In addition, results from local and control room panel tests will be used in determining Required Response Spectra for i

l panel mounted instruments. Resonance search tests will be con-I ducted. Representative instrument mounting locations on the panels will be monitored with accelerometers during testing.

I I Equipment covered by this requalification program is presently installed in the Zimmer Station. Test specimens have been pro-cured from the original manufacturer and from spare parts at the Zimmer Station. Also, several panel mockups have been manufac-tured especially for this test program. In all cases much care has been taken to ensure that the test specimens are structurally identical to equipment installed in the Zimmer Station, Test

I specimens from spare parts or from original manufacturers often have the same model numbers as original parts. The Equipment Manufacturers have been requested to certify that procured items are structurally identical to installed items. When this certif-ication was not possible, product drawings and materials lists
I were reviewed to verify similarity.

!I A brief description of the actual test procedures (as presently planned) for Seismic Category I electrical equipment is presented i

l below. The status of the requalification programs appears in l Table 1 of this section.

2.1 Local Panel Testing l

Essential local panels installed in Zimmer are constructed in l three basic widths of 30", 48", and 72". These basic sizes are

! sometimes combined to form the following panel sizes:

Additional qualification information is required for all local panels. Three local panel mockups will be tested. Mockups have been constructed using the same methods and materials as were the original panels. Each mockup is designed and constructed in one of the three basic widths and represents the worst case panel configuration. Weights are installed to simulate mass of instru-ments, valves, piping and conduit. To ensure that these tests are representative for seismic responses of all similar panels, the mass configurations of each mockup was patterned after the most heavily loaded panel of similar width.

I Functional criteria for panel tests are limited to structural integrity as determined by visual inspection. However, acce'.er-ometers will be mounted in selected locations to monitor panel I responses. This information is used to determine the panel modes of vibration and to determine Required Response Spectra for panel mounted instruments.

I Testing will be conducted in the following phases:

1. Exploratory Sine Sweep Testing: To determine the panel resonant frequencies and cross-coupling effects. Test frequency will range from 1 to 100 Hz in each orthogonal axis.

2. Fatigue Testing: To account for loads due to 40 l years of anticipated Safety Relief Valve (SRV) dis-charge events and Loss of Coolant Accident (LOCA) ever.ts . Test frequency will range from 1 to 200 Hz.

3. Emergency Testing: To account for five (5) OBE level earthquakes combined with LC and SRV discharge loads. Test frequency wil3 a 'e from 1 to 200 Hz.
4. Upset Testing: To verify pane >perability during one DBE level earthquake combined with LOCA and SRV discharge loads. Test frequency will range from 1 to 200 Hz. All testing will be in accordance with IEEE 344-1975.

2.2 Local Instruments Testing A variety of Seismic Category I electrical equipment is mounted locally in the reactor building of the Zimmer Station. A total of 31 instrument models from 12 different vendors are presently scheduled for seismic qualification testing per the SORT require-ments. Instrument test specimens of all models can be procured from the manufacturers. Instrument test specimens will be tested separately from panel tests. Test fixtures will be designed and manufactured to simulate actual instrument mounting conditions during the test.

Operating conditions will be simulated and equipment operation, including critical functions, will be monitored during each instrument test. Required Response Spectra for panel mounted instruments will be produced from the results of the Local Panel l

Tests.

Testing will be conducted in the same four phases as listed for local panel testing. Details of local instrument testing are yet to be specified pending review of local panel test results, but will account for LOCA, SRV discharge, and seismic loading over the life of the equipment being qualified.

I 2.3 Control Room Panel Tests I Of the 13 Control Room Panel configurations at the Zimmer Sta-tion, eight configurations require additional seismic qualifica-tion information. The following eight (8) types and sizes of Zimmer Control Room Panels have been selected for additional testing:

i 3.0 REQUALIFICATION OF MECHANICAL EQUIPMENT 1

I This section describes the mechanical equipment seismic requal-ification work that is either in progress or about to begin. The f technical approaches include analytical and testing techniques as well as a combination of both techniques.

1 1 3.1 Requalification by Analysis -- NUTECH I

3.1.1 ECCS Pumps The Residual Heat Removal, Low Pressure Core Spray, and High Pressure Core Spray pumps are being reanalyzed for new load spec-trums in accordance with the SQRT Program requirements. The input acceleration response spectrum for these analyses is an envelope of the absolute sum of the Safe Shutdown Earthquake (SSE), Safety Relief Valve (SRV) Chugging, and Condensation oscillation (CO) response spectra. The methodology being utilized is an elastic linear analysis using normal mcde super-position.

A detailed finite element model using beam elements is used for representing a composite model of the pump and motor. The dynamic response of this model is checked agairest the equipment allowable tolerances to determine system operability.

A more detailed finite element shell model is generated, using triangles and quadrilaterals, to determine the adequacy of the nozzles under the new loading conditions.

11 3.1.2 New Fuel Storage Rack The design adequacy of the New Fuel Storage Racks is being accom-plished by a detailed finite element analysis using the STARDYNE computer program. As with the ECCS pumps , the input acceleration response spectrum envelopes the absolute sum combination of SSE, SRV, and CO response spectra. The results of the dynamic analysis (i.e. shears and moments) are then used to calculate the stresses at critical joints and locations of geometric discon-tinuity.

l 3.1.3 In-Vessel Rack A modal superposition response spectrum method is used to dynam-ically analyze the In-Vessel Rack when subjected to the design loads. A linear elastic beam model is used to represent the system. The stresses for these different loading conditions are calculated to ensure structural integrity during a SSE eve.7t.

I I valves and they are most qualified to certify operability based upon their knowledge of critical elements and permitted deflections.

I The vendor will calculate the valve resonant frequencies. A static analysis will then be performed which will consider the maximum combined stresses due to SSE, SRV, CO, gravity, pressure r.nd pipe reaction loads. For any valve having fundamental resonance (s) below 60 Hz, an amplificntion factor will be applied to the SSE+SRV+CO load combination.

!I The vendor will then make an engineering judgement regarding valve operability, taking into consideration the stress analysis and any previous test or performance data. A certification of operability will be provided for those valve designs judged to be adequate for the new loads criteria.

I 3.2 Requalification by NUTECH -- Test A test program will be conducted to verify acceptability of the scrara discharge volume vent and drain valves, as well as the ASCO four-way solenoid valve used in the CRD system. The test program will include resonance searches and multi-axis, raulti f requency, seismic vibration testing as well as appropriate operability I

3.3 Requalification by Analysis -- Sargent & Lundy J

The following equipment is being requalified analytically by Sargent and Lundy:

models. The adequacy of the equipment designs will be evaluated utilizing dynamic analysis methods with appropriate acceleration response spectra inputs.

I 3.4 Requalification by Test and Analysis -- Sargent and Lundy The Standby Liquid Control Pump and the Reactor Core Isolation Cooling Pump are being requalified by impedance testing and analysis. Impedance tests have been performed to identify any equipment resonances below 60 Hz. These results will be included in dynamic analyses of the equipment utilizing response spectra inputs.

l 3.5 General Electric New Loads Program l

For the following equipment General Electric Company will provide l additional information for the effects of the T-Quencher and LOCA loads as part of the New Loads Program:

6. Control Rod Drive Hydraulic Control Units I The equipment listed in 1 and 2, above, will be reviewed by NUTECH based on GE's analytical results. NUTECH found these items (except the RCIC nurbine) to be qualified dynamically to ramshead loads during the SORT Re-evaluation Program.

I For the RCIC turbine a similarity study is being performed by GE to determine what, if any, dynamically significant similarities exist between the Terry Model GS-1, installed at Zimmer, and the Model GS-2, which was satisfactorily tested.

I NUTECH will evaluate the results of the GE new loads (T-Quencher and LOCA) program and the RCIC turbine similarity study in order to ensure that the Zimmer equipment has been qualified in accor-dance with the current NRC SORT requirements.

4.0 SCHEDULE The schedule for NUTECH's ongoing qualification program is de-picted in Figure 1. This figure provides the key milestones for the qualification of all of the major equipment groups. The major equipment groups are identified below:
