Thank you for your explanation of the events which occurred on March 8, 1980 and the corre'ctive actions which you and.others have taken to avoid further items of n'oncompliance.
In your reply, you appear to emphasize that you"....at no time violated
' requirements of. Procedure 4.3."
While we agree'that the citation erroneously referred to Revision 18 of Procedure 4.3 and therefore was incorrect, you also failed to comply with Revision 16 of Procedure 4.3 which was in effect.on March 8, 1980.
Section VII. A of Revision 16 requires that " Fuel movement may not begin-until the 'on-duty' Watch Engineer gives his consent." Since you did not have that consent, you were in noncompliance with the requirements of Procedure 4.'3.
The original Notice of Violation sent to you in our letter, referenced above, is withdrawn and an Amended Notice of' Violation is enclosed as Appendix A to this letter.
A copy of this letter and the enclosed Amended Notice of Violation is being transmitted to your employer, Boston Edison Company, holder of NRC License No.
'DPR-35.
This notice is-sent to you pursuant to provisions of Section 2.201 of NRC's
" Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
In accordance with Section 2.790 a copy of this letter will be placed in the Public Document Room.
