Gentlemen:

This refers to your letter of September 4,1980, which responded to the Notice

of Violation sent to you with our letter of August 15, 1980 concerning activities

that were in noncompliance with NRC Operating License No. DPR-33.

We have evaluated your response and have determined that no additional information

was provided which would change our finding. Means existed to test the subject

pressure switch following maintenance and prior to increasing power above 30%.

In our view such testing is consistent with your 0QAM and with ANSI N18.7.

It

is the intent of the technical specifications that equipment be proven operable

prior to proceeding to a mode in which the equipment is required to be operable.

We request that an additional written response be submitted to this office,

within 10 days of your receipt of this letter, which provides the information

required by 10 CFR 2.201.
