NRC LETTER (R. L. TEDESCO TO F. L. CLAYT0N, JR.) DATED NOVEMBER 5, 1980 The referenced letter provided enclosures which describe the latest staff positions on auxiliary feedwater initiaticn for Farley Units 1 and 2.

Subsequent to the receipt of this letter, Alabama Power Company held discussions with the NRC Staff concerning the clarified requirements of NUREG 0737.

Relating to auxiliary feedwater initiation, these discussions revealed that no new requirements were imposed by the NUREG 0737 clarifications which were not fully addressed in your letter of November 5,1980. Alabama Power Company commits to implementing modifications necessary to meet these requirements or will provide for NRC Staff review and concurtence an alternate design which will provide equivalent auxiliary feedwater initiation capability. Modifications which implement the criteria described in your letter or Alabama Power Company's equivalent design will be completed for Unit 2 during the first refueling outage and during the third refueling outage for Unit 1.

To resolve the staff's concern on administrative controls involving operation of the auxiliary feedwater pump discharge valves, Alabama Power Company will revise plant unit operating procedures to incorporate provisions for placing the auxiliary feedwater system in the mode required for accident response. Thesa provisions will include sign-off~of actions and will be in effect on an interim basis until these modifications can be completed.
