Gentlemen:

Thank you for your letter, Reference (1) respunding to the Notice

of Violation submitted to you by Reference (2).

Your written. response

to item A in the Notice of Violation, has been reviewed and was found

to lack sufficient information to permit our assessment of your

corrective actions.

Your response to item A, regarding excessive offset of an ASME

Section III, Class 2 pipe spool, indicates that corrective action

cn both the

m ntified nonconforming spool and for all other nonconforming

spools will tensist of fairing all accessible welds to a three to

one taper.

The ASME B&PV Code,1974 Edition, Summer 1976 Addenda,

Subsection NC, paragraph NC 4232.1 specifies that "Any offset within

the allowable tolerance provide 3 above shall be faired to at least

3 to 1 taper over the width of the finished weld."

(emphasis added).

The condition identified in Reference (2) exceeded the ASME Code

allowable tolerance by a factor of two.

Accordingly, you are

requested to submit to this office, within twenty-five (25) days of

the date of this letter, a written statement or explanation addressing

,

the following concerns:

(1) The justification for deviation from the tolerance requirements

of paragraph NC 4232.1.

(2) The cause of misalignment. exceeding code allowable tolerances

and the extent of known nonconformance of pipes and fittings,

supplied by this. vendor, to the forming tolerances of NC 4220.

,

(3) The actions you have taken to assure that you have identified

. all pipes and fittings, supplied by this vendor, that do not

conform to the requirements of NC 4220.

(4) The controls which have been applied to ensure that grinding

operations have not encroached on m.simum wall thickness.

(5) The possibility tihat localized wall reductions (by grinding)

may create a local overstrain condition at the pipe or fitting.

Your written response to item B,. in the Notic. of Violation submitted

by Reference (2) (failua to incorporate contract specification requirements

into procedures), is satisfactory. The implementation and effectiveness

of the actions identified will be examined in a subsequent NRC inspection.
