Gentlemen:

This refers to the discussions held among Messrs. T. Tipton, J. Knubel, and

J. Chardos of your staff and Messrs. E. Greenman and L. Briggs of this office

en March 10, 1981 at the Jersey Central Pcwer and Light Company Offices in

Morristown, New Jersey, during our inspection No. 50-219/81-06. The findings

of this inspection will be documented in IE Inspection Report No. 50-219/81-06.

Among the subjects discussed were:

(1) your engineering evaluation of ITT

Barten Model 288A snap action switches and recurrent setpoint drift problems

which have resulted following the installation of these switches;

(2)your

engineering efforts to resolve a Standby Liquid Control (SBLC) System fuse

coordination study previously addressed in IE Circular 77-09; and, (3) reso-

lution of loose locking nuts on limitorque valve operators previously addressed

in IE Circular 79-04.

With regard to the foregoing, we understand that you are taking the following

actions:

1.

ITT Barton Model 288A, Setpoint Drift Problems:

a.

An I&C engineer will be assigned to develop and monitor a testing

program to:

-- Review and revise, as necessary, calibration procedures and techni-

ques to obtain the most accurate instrument setpoints possible;

-- Determine the time frame for sensor drift (e.g., 1 day, 1 week,

1 month) including plots for those instruments which have a ten-

dency to drift; and,

-- Detennine if a more conservative setpoint can be used to account

for observed drift,

b.

Conduct testing and correlate results for NRC review by May 19, 1981.

c.

Develop trend analysis for existing and future LER's to facilitate

detection of problems of a generic and/or repetitive nature.

2.

Standby Liquid Control System Fuse Coordination Study (IEC 77-09):

-- Complete a Technical Functions Division engineering evaluation and

installation of necessary modifications to insure correct fuse coordi-

nation prior to restart after the April 1981 outage.

3.

Loose Locking Nuts on Limitorque Operators (IEC 79-04):

a.

Conduct an inspection of accessible limitorque operators prior to the

scheduled April 1981 outage,

b.

Conduct an inspection of all valve operators, not inspected in 3.a.

above, prior to restart from the April 1981 outage.

If our understanding of your planned actions as described above is not in

accordance with the actual plans and actions being implemented, please contact

this office by telephone and in writing within 7 days.
