DUKE POWER COMPANY OCONEE NUCLEAR STATION Response to I.E. Inspection Report 50-269/80-39, -270/80-34, -287/80-30 Violation 10 CFR 50, Appendix B, Criterion V as implemented by Topical Report Duke-1-A, Section 17, paragraph 17.1.5 requires in part that activities affecting quality shall be accomplished in accordance with the requirements Laposed by instructions procedures.and drawings. Paragraph 8 of procedure ISI-120 Re-vision 10, requires UT instruments to be calibrated on circumferential and axial holes of the calibration.. block. Also, that pipe welds be scanned in the circumferential and axial directions and the results documented accordingly.

Contrary to the above, activities affecting quality were not being accomplished in accordance with procedures in that examination records for pipe welds B4.5.71, B4.5.72 and B4.7.53 made no reference to axial or circumferential calibrations and weld examinations performed.

This is a Severity Level V Violation (Supplement I.E.).

Response

As stated in the above, a violation did result due to personnel error.ht that Procedure ISI-120 Revision 10 was not followed properly by the Babcock &1 Wilcox inspectors. The welds referenced in the above violation, figure numbers B4.5.71, B4.5.72,-and B4.5.73, were reinspected using-the proper calibration techniques on January 13, 1981.

Documentation for all other UT inspections

. performed prior to this data was reviewed to assure that the proper calibrations and scans had been performed. All Babcock & Wilcox inspectors at Oconee were cautioned to document all calibrations and inspections as required in Procedure ISI-120 Rev. 10.

Actions taken as a result of this item will be documented in the Inservice In -

spection Report for the Oconee 3 outage.
