Beaver Valley Power Station, Unit No. 1 Docket No. 50-334, License No. DPR-66 Emergency Response Facilities - Generic Letter 81-10 Gentlemen:

In your letter dated February 18, 1981, you requested that we confirm our intention to meet the implementation dates for the Emergency Response Facilities (ERF) indicated in Enclosure 1 of the letter. We have reviewed the requirements of your letter and are presently able to commit to meeting the following dates indicated in your letter.

1.

We will provide the conceptual design of the ERF in accordance with the documentation requirements of action item III.A.1.2 by June 1, 1981.

2.

We will comply with the staffing requirements of Table III.A.1.2-1, with any deficiencies in the staffing requirements augmented within thirty (30) minutes by September 1, 1981, and to fully remove the deficencies by July 1, 1982.

We are unable, at this time, to commit to the October 1, 1982 require-ment for the ERF to be fully operational. As you are aware, definitive requirements for the design of the ERF have been slow in evolving, and work on the Beaver Valley ERF was stopped last fall pending more definitive direction from the NRC. We have been reviewing the status of the ERF design, equipment procurement and construction. Due to the extensive amount of activity being done in thise areas to meet the requirements of NUREG-0696 and NUREG-0654, we have ben unable to complete our review in time to support this response. We request additional timr.: to enable us to com-plete our review and assess our ability to meet the required operational date of action item III.A.l.2.
