On October 9, 1980, NRC personnel visited the Beaver Valley site to observe progress of construction of the Emergency Operations Facilities and the details of site layout as related to the conduct of emergency operations. At that time, the subject of establishing an interim Technical Support Center having easy accessibility to the control room was discussed.
Based upon this discussion and our further evaluation, we will establish an interim Technical Support Center (TSC) in the existing conference room located in the Servicg Building at elevation 752'6".
This space is approximately 400 ft.

The roof of the Service Building (at elevation 768') is constructed of materials of 12 lbs./ft.' density.
The east end of the service building contains nine windows (3' x 6') and a large glass entrance area (approximately 8' x 14').
This area does not meet ventilation and shielding require-ments of NUREG 0696.
In the event of a plant emergency condition involving substantial radiological impact, evacuation to the main Technical Support Center in the EOF complex may be required.
This new interim TSC is too small to meet the space requirements of NUREG 0696.
Because of limited space, we expect to provide limited manning at this location while the majority of the emergency personnel will be located at the main TSC. Access between the two centers will be by dedicated vehicle on site roads and adequate communications j
between this interim TSC, the main TSC, the control room and offsite ty will be provided. A computer terminal connected to the TSC data acquisition system will be located in this new TSC.
This terminal will be equipped with two (2) CRT's and five (5) two-pen recorders for trend analysis. An SPDS display will be provided at this new interim

Plans for the permanent EOF complex have been modified to provide structural separation of the TSC from other EOF facilities in this complex. The attached drawing of the EOF shows the addition of a separate entrance-way to the EOF room and the design includes a card access system to control accessibility of personnel to various areas in the EOF complex.
Construction of the EOF complex has been resumed based upon our understanding that the NRC considers our basic approach to be satisfactory.
