We have revie ed your letter of June 24, 1980, in reference to the incpection conducted at orth Anna Power Station on May 19 through 23, 1980 and June 2, 1980 and reported in IE Inspection Report Nos. 50-338/80-25 and 50-339/80--26.
Our response to the specific infraction is attached.
We have determined that no proprietary information is contained in the reports.
Accordingly, the Virginia Electric and Power Company has no objection to these inspection reports being made a matter of public disclosure.

RESPONSE TO NOTICE OF VIOLATION ITEM REPORTED IN IE INSPECTION REPORT NOS. 50-338/80-25 AND 50-339/80-26 NRC COMMENT As required by Appendix B,
Environmental Technical Specification 5.5.1, detailed written procedures shall be prepared and followed for all activities in carrying out Environmental Technical Specifications and the procedures shall include sampling.
Contrary to the above, Procedure H.P.-REMM-4, dated September 27, 1979, for milk sampling was inadequate in that the specified sample preservation techni-que was not compatible with the analytical procedure used for radiolodine analysis of milk sampling.
This is an infraction.
RESPONSE
The above infraction is not correct as stated.
Specifically pursuant to section 2.201 of the NRC's " Rules of Practice", Part 2,
Title 10, Code of Federal Regulations, the following information is submitted.
1.
A review of the Environmental Technical Specifications finds no violation to the commitments as stated.
2.
The Radiological Environmental Monitoring Manual has been in use for pre-operational and operational monitoring for several years.
Numerous NRC audits'and inspections found no evidence of any infrac-tions during these periods.
3.
The inspector's infraction is based upon a paper that was published in the Health Physics Society Jcurnal which we were unaware of.
Upon learning of the potential problem we have started an investiga-tion in collaboration with Teledyne Analytical Laboratories to analyze the previous results.
To date, the evaluation does not indicate either method would be incorrect, nor differ significantly between results.
4.
The procedure for preservation of milk was taken from currect Federal laboratory procedures i.e.,
HASL-300, EPA Environmental Sampling procedures, etc.
